Role Overview
We are seeking a highly capable Offshore PM with strong PMO experience and deep financial acumen to support the strategic delivery and operational governance of the Cards Platform. This role is ideal for someone who thrives in structured environments, understands how platforms operate, and can shape financial management practices including capacity planning, cross-charging, and vendor oversight.The successful candidate will be instrumental in embedding the BANK Way standards across delivery and governance, while also leading key initiatives and ensuring financial transparency across the platform.________________________________________
Key Responsibilities
PMO Leadership & Governance
- Lead PMO practices in line with the BANK Way standards, ensuring consistency, transparency, and accountability across offshore delivery.
- Drive portfolio-level oversight, including tracking of milestones, risks, dependencies, and benefits realization.
- Establish and maintain financial governance processes including budget tracking, forecasting, and cross-charge models.
- Support capacity management planning across internal teams and offshore vendor resources.
- Ensure compliance with regulatory and internal audit requirements.
Project Delivery
- Lead strategic and regulatory projects from initiation to closure, ensuring alignment with business goals and Dubai-based leadership.
- Develop and manage detailed project plans, budgets, and resource allocations.
- Collaborate with cross-functional teams across geographies to ensure timely delivery and issue resolution.
- Support onboarding, training, and access setup for new offshore resources.
Financial Management
- Partner with Finance and Procurement teams to manage platform budgets, POs, and vendor contracts.
- Implement and maintain financial dashboards for spend tracking and forecasting.
- Shape and enforce cross-charge models for shared services and offshore engagements.
- Provide financial insights to support decision-making and investment prioritization.
Stakeholder Engagement
- Act as a trusted advisor to Dubai-based leadership, providing clear and concise updates on delivery and financial health.
- Facilitate remote governance forums, steering committees, and working groups.
- Manage offshore vendor relationships and ensure performance against SLAs and contractual obligations.

Required Skills & Experience
- 8+ years of experience in PMO and project management roles, ideally within financial services or fintech.
- Strong understanding of platform operations, technology delivery, and financial governance.
- Proven experience in capacity planning, budget management, and cross-charging models.
- Exceptional communication and stakeholder management skills across geographies.
- Proficiency in project and financial tools (e.g., ADO a must, MS Project, JIRA, Confluence, Excel, Power BI).
- PMP, PRINCE2, or Agile certification preferred.
- Experience working with offshore delivery models and vendor ecosystems.
