Overview:

We are looking for a highly skilled Project Manager to lead IT and e-Governance projects based out of Goa. The ideal candidate will be responsible for managing project lifecycles end-to-end — from requirement gathering and stakeholder engagement to execution, monitoring, and closure. This role requires strong technical expertise, excellent client-handling skills, and the ability to coordinate with government departments and technology teams. Candidates based in Goa will be preferred.

Key Responsibilities:

• Responsible for managing requirements including collation of detailed business requirements and functional specifications, tracking requirements, documentation and sign offs.
• Responsible for project management and different work stream tracking at a program level (PMO)
• Report and escalate issues to management as needed
• Perform risk management to minimize project risks
• Define project scope, objectives, and deliverables aligned with client needs.
• Develop detailed project plans including schedules, budgets, and resource allocation.
• Track project progress using tools like MS Project, JIRA, or Asana to ensure timely delivery.
• Serve as the primary liaison with government departments, clients, and vendors.
• Conduct requirement workshops, draft BRD/SRS, and ensure approvals.
• Provide regular progress updates, dashboards, and risk assessments to senior stakeholders.
• Collaborate with development, testing, and infrastructure teams for smooth execution.
• Ensure compliance with IT security standards, government policies, and data regulations, oversee UAT, deployment, and post-Go-Live support.

Required Qualifications

• Bachelor’s degree in computer science, Information Technology, or Engineering, MBA preferred.
• 5+ years of proven experience in IT project management, ideally in e-Governance or large-scale IT projects.
• Expertise in Agile, Scrum, and Waterfall methodologies.
• Proficiency with project tools such as MS Project, JIRA.
• Skilled in preparing BRD, SRS, DPR, RFP responses, and technical documentation.
• Certification: PMP / PRINCE2 / Agile Scrum Master preferred.
