Job Description

Roles and Responsibilities

General Manager GeM Portal

Key Responsibilities

1. GeM Portal Operations Management

  • Manage entire company operations on the GeM platform (product listing, cataloging, bidding, order execution).
  • Ensure accurate uploading of products/services with correct specifications, pricing, documents, certifications, etc.
  • Monitor portal updates, circulars, and new GeM policies.

2. Tender & Bidding Management

  • Identify relevant bids, RA (Reverse Auction), and service requirements posted on GeM.
  • Prepare technical and financial offers with all required supporting documents.
  • Lead RA/bidding strategy to win maximum orders with profitable margins.
  • Maintain bidding calendar, submission timelines, and compliance.

3. Business Development

  • Identify business opportunities with Government departments, PSUs, Municipal Corporations, and State bodies.
  • Build relationships with procurement officers and buyers on the GeM platform.
  • Provide pricing strategy and competitive analysis.
  • Achieve sales targets through GeM orders/tenders.

4. Vendor & Buyer Coordination

  • Coordinate with GeM buyers for order confirmation, clarifications, and negotiations.
  • Handle vendor assessment, OEM authorization, and service-level requirements.
  • Ensure smooth communication with procurement departments.

5. Order Processing & Execution

  • Oversee order acceptance, dispatch, invoicing, and logistics documentation.
  • Ensure timely delivery of goods/services as per PO specifications.
  • Handle post-order activities such as installation, demo, warranty, and service support.

6. Documentation & Compliance

  • Maintain updated certifications: GST, MSME, ISO, PAN, financial documents, etc.
  • Ensure compliance with GFR (General Financial Rules), GeM guidelines, and procurement norms.
  • Prepare reports, MIS statements, sales dashboards, and compliance audits.

7. Team Leadership

  • Manage a team responsible for cataloging, bidding, follow-ups, and order processing.
  • Train staff on GeM updates, bidding practices, and documentation.
  • Monitor team performance, KPIs, and adherence to processes.

8. Financial & Commercial Management

  • Prepare pricing models, cost sheets, and profit analysis for bids.
  • Oversee billing, payment follow-up, and settlement issues with Government departments.
  • Review financial viability of tenders before participation.

Required Skills & Competencies

  • Strong knowledge of

    GeM portal operations

    , GFR-2017 rules, and Government procurement procedures.
  • Experience in

    tendering, bidding, negotiation, and reverse auctions

    .
  • Excellent communication & coordination skills with Government bodies.
  • Strong analytical, documentation, and decision-making skills.
  • Expertise in MS Excel, MIS reports, and pricing structures.
  • Ability to lead and mentor a team.
