We are seeking an Econometrician / Impact Evaluation Specialist with extensive experience in

Technical leadership in design, analysis, and statistical sampling, impact evaluation, and process monitoring and assessment.


Key Responsibilities

  • Lead the econometric design and analytical components of the project’s impact evaluations and related studies.
  • Translate the project’s Theory of Change into testable hypotheses and rigorous empirical strategies, selecting appropriate identification methods (e.g., RCTs, DiD, PSM, IV, regression discontinuity, panel models).
  • Design statistically sound sampling strategies and sample size calculations to ensure adequate power and precision for key outcomes across treatment and control groups.
  • Work with the technical team to define variables, construct indices, and specify survey modules that capture both outcome and explanatory variables needed for robust causal inference.
  • Develop and implement comprehensive data cleaning, validation and analysis plans for baseline, midline and endline data, as well as for ongoing monitoring datasets and MIS extracts.
  • Implement advanced econometric analyses using statistical software (e.g., Stata, R, Python), ensuring appropriate model specification, robustness checks, and clear documentation of methods.
  • Contribute to the design and analysis of process monitoring, thematic studies and case studies, including integration of quantitative and qualitative findings where relevant.
  • Generate concise, policy-relevant analytical outputs: estimation tables, figures, dashboards, technical annexes and narrative interpretation of results.
  • Support the Technical Project Manager in preparing high-quality analytical sections of reports to TNRTP, Government of Tamil Nadu and the World Bank (baseline, midline, endline, thematic and annual reports).
  • Work closely with data analysts and MIS specialists to ensure harmonization between survey data structures and MIS databases for longitudinal and cross-sectional analysis.
  • Provide technical inputs to training materials and capacity-building sessions for field teams and Client staff on basic statistics, data use, and interpretation of evaluation findings.
  • Ensure all analyses adhere to high standards of research ethics, data privacy and transparency, including reproducible code and documentation.


Qualifications and Experience

  • Advanced degree (Master’s or PhD) in Economics, Econometrics, Statistics, Quantitative Public Policy, or a closely related field with strong quantitative content.

  • Strong foundation in micro-econometrics and impact evaluation methods, with demonstrated experience applying these approaches to real-world development programmes.
  • Minimum of 7+ years of relevant professional experience in econometric analysis and impact evaluation of large-scale government or donor-funded projects.
  • Proven experience designing and implementing sampling strategies and power calculations for large-scale surveys.
  • Hands-on proficiency in at least one major statistical/econometric software (Stata strongly preferred; R and/or Python a plus), including management and analysis of large, complex datasets.
  • Experience in rural development, livelihoods, agriculture, MSME/enterprise promotion, or related sectors is highly desirable.
  • Demonstrated ability to communicate complex econometric concepts and findings clearly to non-technical audiences, both in writing and presentations.
  • Experience working in India; exposure to Tamil Nadu or similar contexts will be an advantage.
  • Strong organizational skills and ability to work under tight deadlines across multiple deliverables.
  • Fluency in English (spoken and written) is essential; knowledge of Tamil is highly preferred.
  • High level of professional integrity, with no conflict of interest with project implementation agencies.
