Job Title: Senior Manager / Director – PPP Transaction Advisory (Government & Infrastructure Sector)

Senior Manager / Director – PPP Transaction Advisory

Key Responsibilities

Transaction Structuring & Advisory

  • Lead Complex Assignments:

    Oversee end-to-end PPP transaction advisory assignments, from project conceptualization and pre-feasibility to financial closure support.
  • Strategic Structuring:

    Design and structure PPP projects in alignment with Government of India / State Government PPP policies, MCA guidelines, and sector-specific regulations.
  • Client Advisory:

    Provide strategic advice on procurement strategies, bid process management, and concession agreement drafting to government clients.

Financial Modelling & Analysis

  • Model Development:

    Develop, review, and validate advanced financial models for infrastructure projects across sectors (transport, urban infrastructure, energy, social infrastructure, etc.).
  • Viability Analysis:

    Conduct comprehensive analyses of project viability, risk allocation, and sensitivity scenarios to recommend optimal project structures.
  • Financial Closure Support:

    Assist clients in achieving bankable and investor-friendly financial closure.

Stakeholder Management

  • Liaison Activities:

    Engage with senior government officials, multilateral/bilateral agencies, private sector investors, and lenders to facilitate project success.
  • Coordination Facilitation:

    Ensure effective inter-departmental and inter-agency coordination during project preparation and transaction phases.

Team Management

  • Leadership & Development:

    Lead and mentor a high-performing team, fostering a culture of collaboration and continuous improvement.
  • Resource Allocation:

    Manage team resources effectively to ensure project deliverables are met on time and within budget.
  • Performance Management:

    Conduct regular performance evaluations and provide constructive feedback to foster professional growth.

Profit & Loss Management

  • Financial Oversight:

    Manage the Profit & Loss (P&L) of the practice, ensuring financial targets are met and projects are delivered within budget constraints.
  • Strategic Planning:

    Develop and implement strategic plans to enhance profitability and operational efficiency within the advisory practice.
  • Budget Administration:

    Monitor budget adherence and implement corrective actions as necessary to optimize financial performance.

Project Documentation & Bidding Support

  • Documentation Drafting:

    Draft essential transaction documents including RfQ, RfP, Concession Agreements, and Evaluation Reports.
  • Bid Process Management:

    Oversee bid process activities from advertisement through evaluation to award.

Capacity Building & PMU Support

  • Technical Support:

    Provide expert technical support within the PMU environment, ensuring timely delivery of outputs in line with project milestones.
  • Training Sessions:

    Conduct training for government counterparts on PPP policy, financial analysis, and transaction management best practices.

Qualifications & Experience

  • Educational Qualification:

    MBA (Finance) / PGDM (Finance) from a recognized institution or equivalent professional qualification (CA/CFA with transaction advisory experience).
  • Experience:

  • 10-15 years of relevant experience in PPP transaction advisory, with at least 5 years in a leadership or managerial role.
  • Proven track record of successfully delivering complex PPP projects in sectors such as transport, energy, urban infrastructure, logistics, or social infrastructure.

Skills & Competencies

  • PPP Framework Knowledge:

    In-depth understanding of PPP frameworks, MCA guidelines, and relevant sectoral policies in India.
  • Proficiency in Financial Modelling:

    Advanced skills in MS Excel financial modeling, including scenario and sensitivity analysis.
  • Analytical & Project Management Skills:

    Strong analytical, problem-solving, and project management abilities.
  • Communication & Negotiation:

    Exceptional communication, negotiation, and stakeholder engagement skills.
  • Adaptability:

    Ability to thrive in a fast-paced, multi-stakeholder environment while meeting tight deadlines.

Preferred Exposure

  • Multilateral/Bilateral Projects:

    Experience with projects funded by organizations such as the World Bank, ADB, JICA, EU, etc.
  • Funding Knowledge:

    Familiarity with value-for-money analysis, viability gap funding (VGF), and hybrid annuity models (HAM).
  • Advisory Experience:

    Previous experience in PMU or advisory roles with government departments or public sector entities.
