Job Description – Assistant HSSE Manager
We are seeking an experienced & qualified Assistant Health Safety and Environmental (HSSE) Manager to join our team. The candidate will be responsible for developing HSSE plans, conducting safety training, and driving compliance with the teams on company’s HSSE management system and country specific regulation at west sites. The successful candidate must have in-depth knowledge of relevant legislation and a strong commitment to promoting a safe and healthy work environment. The ability to work independently, partner with the teams, prioritize tasks, and communicate effectively are also essential.
Responsibilities Specific to the Role
Duties & Responsibilities
Act as HSSE focal point for the site lead & team to operationalize Shell SEAM & JLL standards expectations
Develop annual site HSSE plan after aligning, approved by Shell FM and partner with JLL site lead & teams to drive traction in its completion and showcase progress / status.
Conduct HSSE training, onboarding and maintain completion, track competency assessment for JLL and vendor partners.
Ensure site HSSE Assurance through LOD1 / Mock audits / SWAT - Meet Annual plan implementation, maintain status of observation or gaps & closure
Review & maintain HRA, HEMP / HER, site legal risk registers to manage risk management
Maintain list of CCA completed, Quality check, improvement action status, performance review and drive the same traction to ensure sub-contractor safety management process.
Frontline work execution implementation - conduct awareness session on STEP 7, safe work check process, toolbox talks
Maintain and update site Assurance, HSSE metrics & publish Site HSSE performance status or dashboard
Ensure Project HSSE assurance through early planning with team, management of change (MOC), HSSE design inputs, maintain risk register, Assurance check (with more boots on ground)
Timely Incident management i.e. Sphera and Dap effective usage, Incident Analysis, investigation & LFI sharing to prevent recurrence
Maintain Site LFI register i.e., review the relevancy of the actions for similar scenarios and track until closure by reviewing in toolbox, periodic HSE meetings.
Develop, review emergency response plan (ERP), participation in mock drills, sending drill reports, tracking improvement actions for closure
Identify new Initiatives / Continuous Improvement & work with site leads to operationalize other HSSE day to day activities
Represent in site HSSE, MOSR and QBPR meeting to share the updates or progress on site HSSE assurance, KPI’s and RAIL items
Qualifications
Bachelor’s or Diploma and or advanced degrees in the engineering or HSSE education field with 7 – 10 years' experience.
Prior Facility management / projects operations experience and/or HSSE function experience would be beneficial.
Awareness, Knowledge and Skill (as applicable) in role specific HSSE Competences. These include:
Working knowledge of progressive HSSE principles including human factors, industrial psychology as applied to HSSE, behavioral safety management principles.
Ability to lead and influence internal and external stakeholders to achieve improved HSSE performance.
Demonstrated evidence of Leadership Attributes and experience in working in a matrix organization,
Be able to translate HSSE initiatives into realistic, simple plans for the operations.
Be able to work in a virtual multicultural team and work environment.
Able to enforce HSSE compliance, highlight issues, resolve conflicts and push for HSSE improvements.
Excellent communication, Training Skills and organizational skills.
Fluent in English, local language
