Job Summary -

The Assistant Fleet Personnel Officer supports the crewing team in executing crew change operations, maintaining documentation, and ensuring compliance with maritime regulations. This entry-to-mid-level role is critical in ensuring smooth coordination between seafarers, manning agents, and internal departments.


Key Responsibilities -


Crew Change Support:

  • Assist in planning and executing crew sign-on/sign-off schedules
  • Support in coordinating with port agents, travel providers, and manning offices for logistics. 
  • Prepare joining letters, embarkation documents, and travel itineraries.

Documentation & Compliance:

  • Verify and update crew documents (COC, STCW, medicals, visas, flag endorsements).
  • Maintain crew records in crewing software.
  • Ensure compliance with MLC 2006, STCW, and company-specific requirements.


Travel & Logistics:

  • Assist  to arrange travel, visas, and accommodations for crew movements, liaising with agents and travel providers.



Briefing & Debriefing:

  • Assist in conducting pre-joining briefings and post-voyage debriefs.
  • Record feedback and escalate issues to the Fleet Personnel Officer.


Training Coordination:

  • Training:

    Assist in arranging training (e.g., STCW, safety drills, company-specific modules) in line with regulatory and company requirements.
  • Audit Support:

    Assist in preparing training documentation for internal and external audits (ISM, MLC, TMSA, etc.).
  • Training Records Management:

    Maintain digital and physical records of crew training, certifications, and expiry dates.


Administrative Support:

  • Handle filing, scanning, and archiving of crew documents.
  • Assist in audit preparations and generate periodic reports.
  • Support internal communication with vessels and shore teams.


Qualifications & Experience -


Educational Background:

  • Degree holder in Maritime Studies, HR, or related field with minimum 1-3 years of experience 


Competencies:

  • Effective Communication & Listening – Strong interaction skills.
  • Excellent command of the written and spoken English language
  • Collaboration & Teamwork – Coordinating with multiple departments and stakeholders. 
  • . Must be able to work and recruit to a tight deadline. Ability to analyse staffing needs and optimize sourcing strategies
