1. Role Objective
The Tendering Manager – Railways Vertical will lead end-to-end tendering, bidding, and estimation activities for Railway infrastructure projects, including civil, track, signaling, and O&M works.
The role demands in-depth knowledge of Indian Railways, RVNL, IRCON, DFCCIL, RITES, and other PSU tender ecosystems, with proven capability to manage high-value bids from pre-tender to award stage.

2. Key Responsibilities
Tender Identification & Evaluation
• Identify relevant tenders from portals (IREPS, CPPP, IRCON, RVNL, DFCCIL, etc.) daily.
• Evaluate tender eligibility, financial criteria, EMD requirements, and technical compliance.
• Conduct bid/no-bid analysis in consultation with management.
Tender Preparation
• Prepare and compile pre-qualification documents (technical & financial).
• Coordinate with engineering, design, procurement, and finance teams for input data.
• Prepare accurate cost estimates, BOQs, rate analysis, and resource calculations.
• Ensure timely submission of bids both online and offline.
Liaison & Coordination
• Liaise with Railway departments, consultants, JV partners, and subcontractors for technical and commercial clarifications.
• Build and maintain strategic relationships with Railway officials, tender evaluators, and nodal agencies.
• Coordinate with Chartered Accountant / Legal team for financial & statutory documentation.
Post-Bid Activities
• Attend bid openings and handle post-bid clarifications.
• Participate in negotiations and support contract award documentation.
• Maintain a repository of tender outcomes and benchmarking data.
Market Intelligence & Reporting
• Track upcoming tenders, competitor analysis, rate trends, and Railway budget allocations.
• Maintain dashboard for all bids submitted, success ratio, and upcoming opportunities.
• Provide management with regular MIS on bidding performance.

3. Candidate Profile
Parameter Requirement
Education B.E. / B.Tech in Civil / Electrical / Mechanical Engineering (MBA preferred)
Experience Minimum 10 years in Railway / Infrastructure tendering; experience in RVNL / IRCON / DFCCIL / RITES bids mandatory
Technical Skills Tender documentation, rate analysis, cost estimation, resource planning
Software Exposure MS Excel, AutoCAD (basic), MS Project / Primavera (advantageous), Government E-tender portals
Behavioural Traits Result-oriented, strong negotiation skills, documentation accuracy, ethical conduct, time discipline
Languages English, Hindi (Telugu preferred)
