Job Purpose

Key Responsibilities

1. Site Recruitment & Manpower Management

• Handle site-level recruitment and mobilization of engineers, supervisors, operators, technicians, and support staff.
  
• Manage skilled, semi-skilled, and unskilled workforce for road, railway, building, and industrial construction projects.
  
• Coordinate manpower planning with Project Manager and HO HR.
  
• Maintain manpower deployment, transfer, and demobilization records.
  

2. Onboarding, Documentation & HR Administration

• Manage joining formalities, induction, ID cards, gate passes, and documentation.
  
• Maintain personal files, attendance, leave, and shift schedules.
  
• Handle employee transfers between sites and project closures.
  
• Ensure discipline, code of conduct, and site HR SOP implementation.
  

3. Labour Law Compliance & Statutory Management

• Ensure compliance with applicable labour laws including:
  
• Contract Labour (Regulation & Abolition) Act
  
• PF, ESI & Labour Welfare Fund
  
• Minimum Wages Act
  
• Building & Other Construction Workers (BOCW) Act
  
• Shops & Establishment Act (as applicable)
  
• Coordinate with contractors and subcontractors for statutory compliance.
  
• Manage labour licenses, registrations, returns, and audits.
  
• Liaison with labour department, PF, ESI, and local authorities.
  

4. Payroll, Attendance & Contractor Coordination

• Collect, verify, and submit attendance, OT, leave, and wage data to HO payroll.
  
• Ensure timely salary/wage processing for staff and contract labour.
  
• Scrutinize contractor bills related to manpower, compliance, and statutory documents.
  
• Monitor wage disbursement and compliance at site.
  

5. Employee Relations & Industrial Relations

• Handle employee grievances, disciplinary actions, and conflict resolution.
  
• Maintain harmonious industrial relations at project sites.
  
• Support management in handling labour issues, strikes, and disputes, if any.
  
• Conduct awareness sessions on discipline, safety, welfare, and HR policies.
  

6. Welfare, Engagement & Site Support

• Manage labour welfare facilities such as canteen, rest rooms, accommodation, drinking water, and sanitation.
  
• Coordinate medical facilities, insurance, and accident reporting.
  
• Organize engagement activities, toolbox talks, and site-level HR initiatives.
  
• Support safety team for compliance awareness and statutory requirements.
  

7. Reporting & Coordination

• Act as the HR SPOC for project site.
  
• Prepare and share MIS reports on manpower, attrition, compliance, and grievances.
  
• Coordinate with Project Head, Planning, Safety, Finance, and Admin teams.
  
• Regular reporting to Corporate HR on site HR matters.
  

Desired Candidate Profile

• MBA / MSW / PGDM in HR / Personnel Management.
  
• 5 to 6 years of HR experience, preferably in:
  
• Road construction projects (highways, bridges)
  
• Railway projects (track, stations, depots)
  
• Building construction (commercial/residential)
  
• Industrial construction (plants, factories, utilities)
  
• Strong exposure to

  site HR and labour-intensive projects

• Sound knowledge of labour laws and statutory compliances.
  
• Experience handling large contractual and migrant workforce.
  
• Proficiency in Hindi & English; regional language preferred.
  
• Willingness to stay and work at remote project sites.
