Job Description

  • Purpose of Position
  • To manage the complete cycle of quantity measurement, verification and billing certification for construction works across towers, bungalows and external infrastructure. The role ensures accurate cost control, transparent documentation and timely financial processing, thereby supporting the client (APCRDA) in maintaining budgets and ensuring smooth project cash flow.
  • The position performs in line with the Bureau Veritas Quality Assurance System, including the BV Code of Ethics and the BV Group policy
  • Major Responsibilities
  • Measurement & Verification
  • Conduct detailed measurement of executed works (civil, structural, architectural, and MEP).
  • Maintain and update Measurement Books (MBs) and site records.
  • Carry out material reconciliation (cement, steel, aggregates) and report discrepancies.
  • Ensure accuracy in quantity take-offs, rate analysis (SSR/SOR), and BOQ compliance.
  • Billing & Certification
  • Review, prepare, and certify interim and final contractor bills.
  • Validate contractor’s claims against verified quantities and approved rates.
  • Prepare payment certificates and recommend disbursements to APCRDA.
  • Track and process price escalation, deviations, and variation orders in line with contract provisions.
  • Ensure documentation is audit-ready and compliant with statutory/codal requirements.
  • Financial & Cost Control Support
  • Provide inputs for project cost forecasting, budget monitoring, and cash flow planning.
  • Coordinate with Contracts Manager on claims, variations, and disputes.
  • Support the Team Leader in preparing deviation statements, reconciliation reports, and cost-to-complete forecasts.
  • Assist during financial audits and technical reviews.
  • Coordination & Reporting
  • Interface with site engineers, construction managers, and quality teams for billing inputs.
  • Submit timely reports on billing status, cost variances, and budget utilization.
  • Maintain transparent communication with client and contractors on financial matters..
  • Support BV invoicing and collection
  • Skills & Qualities:
  • Proficiency in measurement and BOQ preparation.
  • Strong numerical and analytical skills.
  • Familiarity with IS codes and contract conditions.
  • Accuracy and integrity in reporting.
  • Excellent interpersonal skills
  • Should have good leadership abilities and skills.
  • Should be able to manage a team under him.
