Purpose/Objective


    The Head - Regulatory, Commercial & Scheduling - MUL is responsible for overseeing power procurement, energy scheduling, commercial operations, ARR & Tariff Determination and regulatory compliance to ensure efficient and cost-effective power distribution within MPSEZ Utilities Limited. The role drives formation of ARR strategy & Tariff Determination, strategic power purchase agreements, optimizes scheduling and forecasting, and ensures accurate metering, billing, and energy audits. It strengthens financial performance by minimizing deviations, ensuring revenue assurance, and aligning commercial operations with regulatory frameworks. Additionally, the role fosters stakeholder collaboration, enhances energy management strategies, and ensures compliance with industry standards to support sustainable and efficient power distribution.

Key Responsibilities of Role


    Head - Regulatory, Commercial & Scheduling-MUL Regulatory Compliance and Policy Alignment: Ensure full compliance with electricity regulations, power market policies, and tariff structures by overseeing regulatory adherence across power purchase, metering, and energy management functions. Strengthen engagement with regulatory authorities and policy makers to influence tariff revisions, open access frameworks, and renewable energy obligations. Mitigate regulatory risks by proactively tracking policy changes, implementing compliance frameworks, and managing regulatory filings for all commercial and operational transactions. ARR & Tariff Determination, Strategic Power Procurement, Scheduling & Cost Optimization: Formulate strategy for Multi-Year ARR (Aggregated Revenue Requirement) and Tariff Determination for ensuing year for financial acumen of the business. Develop and oversee long-term power procurement strategies, ensuring an optimal energy mix from PPAs, open access, and power exchanges to minimize costs. Align power scheduling strategies with demand forecasts, renewable energy integration, and real-time grid balancing to enhance operational efficiency. Drive cost optimization initiatives by minimizing scheduling deviations, ensuring compliance with power purchase agreements, and reducing financial penalties. Commercial Strategy and Revenue Protection: Strengthen commercial policies for power sales, revenue assurance, and metering operations, ensuring accurate billing, loss reduction, and tariff optimization. Oversee customer revenue management and collection strategies, ensuring smooth execution of tariff adjustments and policy implementations. Ensure seamless implementation of metering regulations and consumer billing processes to enhance financial transparency and operational efficiency. Energy Efficiency and Audit Governance: Lead enterprise-wide energy efficiency programs by setting energy conservation targets, optimizing load management, and reducing power procurement costs. Ensure strategic alignment with renewable energy adoption and sustainability goals by integrating green energy into procurement strategies and ensuring Renewable Purchase Obligation (RPO) compliance. Strengthen energy audit governance by standardizing reporting frameworks, monitoring energy performance indicators, and implementing corrective actions. Stakeholder Management and Market Participation: Enhance market positioning and regulatory influence by actively engaging with government bodies, regulators, and energy market participants. Strengthen cross-functional collaboration by aligning regulatory, scheduling, and commercial teams to ensure cohesive strategy execution. Ensure strategic participation in power markets by optimizing trading strategies, securing cost-effective energy procurement, and mitigating financial risks. Strathern process to handle consumer grievances. Digital Transformation and Process Optimization: Drive digital transformation in power procurement, metering, and scheduling operations by integrating AI-driven forecasting tools, smart meters, and automation solutions. Ensure real-time data-driven decision-making by implementing advanced analytics, predictive energy models, and SCADA-enabled monitoring. Foster continuous process improvements by standardizing reporting mechanisms, streamlining compliance workflows, and optimizing commercial operations. Team Management and Leadership Development: Build a high-performing regulatory, commercial, and scheduling team by fostering skill development, mentorship, and performance tracking. Strengthen cross-functional collaboration by defining clear roles, streamlining workflows, and ensuring alignment with business objectives. Promote a culture of accountability, innovation, and operational excellence, ensuring that teams stay proactive in regulatory, commercial, and scheduling functions. Qualifications and Experience


    Educational Qualification: Bachelor’s degree (mandatory) in Electrical Engineering, Power Systems, Economics, Finance, Business Administration, or a related field. Master’s degree (preferred) in MBA (Finance, Energy Management, Strategy), Power & Regulatory Law, or Infrastructure Management. Work Experience (Range of years): 15-20 years of experience in power procurement, regulatory compliance, energy trading, and commercial operations. Extensive expertise in electricity regulations, power market policies, open access frameworks, and tariff structuring.
