Job Description

Job Summary:

The Quantity / Billing Supervisor will be responsible for overseeing all aspects of project cost management, billing, and financial reporting. The role involves preparing and verifying Bills of Quantities (BOQs), validating invoices, managing budgets, and ensuring timely and accurate billing for clients and subcontractors. The position requires strong analytical skills, attention to detail, and the ability to coordinate with multiple stakeholders to ensure financial and contractual compliance throughout the project lifecycle.

Key Responsibilities:

  • Cost Management & Budgeting
  • Prepare, monitor, and control project budgets and expenditures.
  • Track and report cost variances against budget forecasts.
  • Support project managers in identifying cost-saving opportunities.
  • Billing & Documentation
  • Prepare and verify Bills of Quantities (BOQs) and ensure accuracy against design and contract documents.
  • Review and approve interim and final bills submitted by subcontractors and vendors.
  • Prepare client invoices in accordance with contractual terms and project progress.
  • Maintain complete documentation of all billing records and related correspondence.
  • Site Measurements & Verification
  • Conduct on-site measurements and verify work done against drawings and specifications.
  • Coordinate with site engineers to validate quantities and ensure accurate reporting.
  • Reporting & Analysis
  • Generate regular financial and billing reports for management review.
  • Analyze project cost trends and recommend corrective actions where necessary.
  • Ensure timely submission of billing summaries and cost statements.
  • Stakeholder Coordination
  • Liaise with clients, consultants, contractors, and internal teams to resolve billing and cost-related issues.
  • Ensure compliance with contractual, financial, and regulatory requirements.
  • Compliance & Quality Assurance
  • Ensure all billing and cost documentation adheres to company policies and standards.
  • Support internal and external audits with required documentation and clarifications.

Qualifications and Experience:

  • Bachelor’s Degree or Diploma in Civil Engineering, Quantity Surveying, or related field.
  • Minimum 7–10 years of relevant experience in quantity surveying, billing, or cost control within the construction or infrastructure industry.
  • Strong knowledge of construction contracts, BOQ preparation, and cost management practices.
  • Proficiency in MS Excel and cost estimation software (e.g., AutoCAD, MS Project, Primavera, or similar tools).
  • Excellent analytical, negotiation, and communication skills.
  • Detail-oriented with strong organizational and problem-solving abilities.
