Study tender scopes in detail, including drawings; raise official queries or clarifications with clients where necessary. Guide estimators on technical components such as materials, NDT, insulation, painting, scaffolding, and subcontracting needs. Oversee RFQ processes to obtain competitive estimates and ensure accurate, supported costing. Monitor daily estimator activities, tender timelines, and resource costing in coordination with procurement and costing departments. Develop Class 4, Class 3, and Class 2 cost estimates and maintain cost control on ongoing projects. Prepare comprehensive cost estimate summaries, including BOQs, man-hour calculations, materials, equipment, subcontracts, and mobilization/demobilization costs. Review method statements, project schedules, manpower histograms, equipment plans, and ITPs as per tender requirements. Submit complete cost estimates with supporting documents for management review, incorporating fixed overheads, finance charges, and profit margins based on project size. Prepare proposal offers based on tender type and scope, ensuring separate, indexed bid files for technical and commercial submissions. Coordinate with the proposals and tendering departments to ensure timely bid submission, avoiding deadline extensions. Track the status of submitted proposals and follow up with clients for feedback or revisions. On award of the project, prepare final budget estimates and share with contracts and project teams. Organize internal and external kick-off meetings to explain project details, introduce stakeholders, and ensure seamless coordination.
