3. JOB PURPOSE AND SCOPE OF WORK (SOW):

Programme Specialist (Resilience)

The specialist will also develop learning materials, facilitate knowledge exchange, and support sustained skill development for effective disaster management.

Duties and Responsibilities:

(1) Support in conducting a Training Needs Assessment (TNA) to identify skill gaps and capacity-building priorities for government agencies and stakeholders;

(2) Develop a Training and Capacity Building Strategy aligned with national and state disaster management plans;

(3) Identify target groups, training modalities, and evaluation methods for capacity-building programs.

(B) Training Program Design & Implementation:

(1) Design and deliver training modules, toolkits, and simulation exercises for disaster preparedness and response;

(2) Conduct workshops, training-of-trainers (ToT) sessions, and field exercises for key government departments;

(3) Integrate gender, inclusion, and community-based approaches into training programs;

(4) Customize training packages for different audiences (DM and Non DM professionals, officials, teachers, ASHAs, civil society, etc.);

(5) Facilitate mock drills, simulations, and tabletop exercises in high-risk districts.

(C) Capacity Building for Line Departments & Institutions:

(2) Help design a State Capacity Development Roadmap on DRM;

(3) Facilitate peer-learning platforms and cross-state learning exchanges on best practices.

(D) Knowledge Management & Learning:

(1) Develop training manuals, case studies, and best practice compendiums for knowledge sharing;

(2) Support in establishing a repository of training materials and e-learning resources for disaster risk reduction;

(3) Support in promoting collaboration with academic institutions, training institutes, and research organizations to enhance technical expertise.

(E) Monitoring, Evaluation & Reporting:

(1) Establish a Training Impact Assessment Framework to measure the effectiveness of capacity building initiatives;

(2) Develop indicators and benchmarks to assess learning outcomes and institutional strengthening;

(3) Prepare progress reports, training completion reports, and impact assessment studies for stakeholders.

Qualification:

Masters degree in Disaster Management, Public Administration, Education, Social Sciences, or a related field.

Experience:

(2) Additional experience in procurement of goods and services is desirable.

Skills and Competencies:

(2) Experience in conducting simulations, drills, and scenario-based training;

(3) Familiarity with capacity-building programs at NDMA, SDMAs, or UN agencies;

(4) Proficiency in developing e-learning modules, digital training platforms, and blended learning approaches;

(5) Ability to work with government agencies, community organizations, and academic institutions;

(6) Excellent communication, documentation, and stakeholder engagement skills.

Languages:

Competencies:

Technical Competencies:

(1) Understanding of disaster risk reduction (DRR) frameworks, climate resilience, and emergency response systems in the Indian context;

(2) Familiarity with national guidelines and frameworks such as the National Disaster Management Plan (NDMP), Sendai Framework, and SDMPs;

(3) Knowledge of integrating gender, inclusion, and community-based approaches in disaster training programs;

(4) Experience using learning management systems (LMS), virtual facilitation tools, and digital content creation software (e.g., Articulate, Moodle, Canva);

(5) Ability to design impact assessment frameworks and develop training indicators for monitoring and evaluation;

(6) Exposure to international best practices and innovations in disaster preparedness, resilience education, and institutional capacity strengthening.

5. CONSULTANCY FEE:

The monthly consultancy fee for the position is budgeted at INR 75,000/-. The professional fee will be subject to withholding taxes, as applicable.
