Job Description

Job Title: Senior Tender Executive – Facility Management & Manpower

Department: Business Development / Commercial

Reporting To: Tender Manager / Head – Business Development

Location: Noida

Experience: 2-4 years (Facility Management / Manpower Tendering)

Job Summary

The Senior Tender Executive will manage end-to-end tender coordination for Facility Management and Manpower Services across government, PSU, and corporate clients. The role involves handling technical, statutory, and commercial documentation with a strong focus on compliance, cost accuracy, and timely submissions.

Key Responsibilities

Tender Identification & Analysis

  • Identify tenders related to housekeeping, security, technical FM, soft & hard services, and manpower outsourcing
  • Track opportunities on GeM, CPPP, state e-tender portals, PSUs, airports, hospitals, SEZs, and corporates
  • Analyze scope, eligibility, statutory requirements, and manpower norms

Technical & Statutory Documentation

  • Prepare and compile technical bids including:
  • Company profile & FM credentials
  • Experience certificates & client references
  • Deployment methodology & SOPs
  • Manpower deployment charts & shift rosters
  • Ensure compliance with Labour Laws, including:
  • PF, ESI, Bonus, Gratuity, Minimum Wages
  • CLRA Act, Shops & Establishment, EPF & ESIC norms

Commercial & Costing Support

  • Assist in preparation of BOQs and manpower costing
  • Calculate wages as per state-wise minimum wages
  • Coordinate with finance for salary structures, statutory load, margins, and escalation clauses
  • Review commercial terms, payment cycles, penalties, and LD clauses

Portal & Submission Management

  • Handle online bid submissions on GeM and e-procurement portals
  • Manage vendor registrations, renewals, and document updates
  • Track corrigendums, clarifications, and bid opening schedules

Pre-Bid & Post-Bid Coordination

  • Draft and submit pre-bid queries
  • Attend pre-bid meetings and clarification calls
  • Support negotiations, LOI/LOA documentation, and contract finalization
  • Coordinate smooth handover to operations post-award

MIS & Records

  • Maintain tender trackers, document repositories, and compliance checklists
  • Prepare MIS reports on submissions, awards, and revenue pipeline
  • Support audits and internal reviews related to tenders

Required Skills & Competencies

  • Strong knowledge of Facility Management & Manpower tendering
  • Hands-on experience with GeM & government e-tender portals
  • Good understanding of labour law compliance and manpower costing
  • High attention to detail and compliance accuracy
  • Ability to manage multiple tenders under strict deadlines
  • Strong coordination and communication skills

Qualifications

  • Bachelor’s degree in Business, Commerce, Management, or Engineering
  • MBA / PGDM (preferred)
