Job Profile – Quantity Surveyor (QS) / Billing Engineer
Location: Chennai, Tamil Nadu
Reporting To: Project Manager
1. Role Objective
To manage quantity estimation, measurement, certification, and billing activities for the project, ensuring accurate measurement of executed works, timely submission of bills, and effective commercial control in line with contract conditions and CLIENT requirements.
2. Scope of Responsibilities
A. Quantity Estimation & Measurement
- Study contract documents, BOQ, technical specifications, drawings, and amendments related to the project.
- Prepare detailed quantity take-offs for fabrication, erection, painting, and allied works.
- Carry out joint measurements with client representatives and maintain measurement records.
- Verify site measurements against approved drawings and actual execution.
B. Billing & Invoicing
- Prepare and submit RA bills, milestone bills, and final bills as per contract terms and agreed billing cycles.
- Ensure bills are supported with approved measurements, checklists, inspection clearances, and client certifications.
- Track bill status, certification, and payment follow-up in coordination with the project and accounts teams.
- Reconcile billed quantities with executed quantities and approved BOQs.
C. Contract & Commercial Management
- Understand and administer contract conditions related to payment terms, variation clauses, escalation, retention, and LDs.
- Identify and quantify extra items, deviations, and scope changes, and prepare variation proposals.
- Maintain records for claims, change orders, and rate analysis where required.
- Support preparation of commercial correspondence related to billing and contract clarifications.
D. Cost Control & Reporting
- Monitor project quantities and costs against budgeted values.
- Prepare quantity reconciliation statements and cost variance reports.
- Support project management with forecasts for billing, cash flow, and final project cost.
E. Coordination & Interface Management
- Coordinate with site engineers, QC, planning, stores, and accounts teams for accurate measurement and billing.
- Interface with CLIENT representatives for measurement verification, bill certification, and commercial discussions.
- Attend billing review meetings and support audits by client or statutory authorities.
F. Documentation & Compliance
- Maintain all billing and commercial records including MBs, abstracts, client certifications, and approval letters.
- Ensure compliance with contractual requirements, taxation norms, and internal billing procedures.
- Assist in preparation of final measurement and project close-out documentation.
3. Software & Tools
- Proficiency in MS Excel for quantity tracking and billing statements
- Familiarity with ERP / billing software
- Ability to interpret AutoCAD drawings for quantity extraction
4. Qualification & Experience
- Education: Diploma / B.E. / B.Tech in Civil / Mechanical Engineering
- Experience: Minimum 5–8 years in QS and billing roles for industrial / power plant / heavy structural projects
- Strong understanding of BOQ-based and item-rate contracts
