Department: Energetics Manufacturing (Explosives, Propellants & Pyrotechnics)

Qualification:

Experience :

leading complex, large-scale greenfield manufacturing projects, At least 5 years of experience in the chemical, petrochemical, or explosives industries, with deep knowledge of process plant design and commissioning


Job Purpose & Role

The Project Manager will lead the complete project lifecycle for a new explosives manufacturing facility. This includes managing planning,engineering, procurement, construction, commissioning, and final handover to the operations team. The successful candidate will ensure the project is delivered on time, within budget, and in full compliance with the highest safety and quality standards


Key Activities & Expectations

Project planning and execution:


Develop detailed project plans, schedules, and budgets, including defining the project scope and managing the critical path. Engineering and design oversight


• Oversee the basic and detailed engineering phases, coordinating with in-house teams and external consultants.


• Ensure all designs adhere to company standards and regulatory requirements specific to the explosives industry Budget and cost control


Ensure the project stays within the approved budget through rigorous cost

control and reporting.Procurement and vendor management

• Manage the procurement lifecycle, including the tendering process, technical and commercial negotiations, and contract awards for major equipment and services.

• Lead the selection of engineering, procurement, and construction (EPC) contractors.

• Oversee vendor performance, ensuring timely delivery and quality of equipment and materials.

Construction management

• Take complete charge of all on-site activities, including site preparation, civil works, mechanical erection, and electrical installation.

• Supervise and coordinate the activities of contractors and sub-contractors, ensuring all work is executed to the required quality and safety standards.

• Conduct regular site inspections and progress reviews, proactively identifying and resolving issues


Safety, quality, and regulatory compliance

• Enforce a zero-tolerance policy for unsafe acts and ensure strict adherence to

all health, safety, and environmental (HSE) protocols during construction.

• Secure all necessary statutory approvals, licenses, and permits from local and

government authorities.

• Implement a robust quality assurance and quality control (QA/QC) program,including inspections, testing, and documentation

Commissioning, startup, and handover

• Plan and execute pre-commissioning, commissioning, and performance trials for all plant systems.

• Coordinate with the operations team to ensure a smooth and validated handover of the facility.

• Oversee the development and delivery of comprehensive operational manuals and training materials.

Risk management:

• Maintain a live project risk register and develop active mitigation and contingency plans.

• Identify potential roadblocks and proactively address issues to minimize project delays.

• Provide regular project updates, progress reports, and budget forecasts to stakeholders and senior management.


Key Deliverables & Technical skills required

Key Deliverables:

• Commissioned and operational energetics plant within defined timelines

• Validate and stable process lines for propellant/explosive manufacturing

• Full compliance with PESO, MoD and internal safety standards

• Achieving target yields, safety KPIs, and zero accident record

Technical expertise:

A strong understanding of engineering, plant design, and project execution is crucial,

often with a specific background in mechanical or civil engineering.

Project management experience:

Proven experience managing a full greenfield or brownfield project cycle is often

required, including experience with project planning, tracking, and cost control.

Leadership and communication:

Ability to lead and motivate project teams and communicate effectively with diverse

stakeholders.

Contract management:

Experience in negotiating and managing contracts with vendors and contractors.


Other Skills Required


Skills:

o Proficiency in project management software (e.g., Primavera, MS Project).

o Exceptional leadership, communication, and negotiation skills.

o Strong understanding of HSE regulations and standards relevant to the explosives

sector.

o Ability to manage multiple stakeholders and teams effectively

Language skills:

Fluency in English is essential, and local language proficiency (such as Hindi, Telugu

and or Marathi) is often an advantage.
