The European Union, together with Denmark, Germany, France and Lithuania, have launched Team Europe Initiative “Eu4Reconstruction: Citizen-Oriented Reforms and Regulations for Rebuilding Ukraine” (hereinafter (EU4Reconstruction Programme) that unites the strength, experience and solidarity of Europe to support Ukraine’s ongoing recovery and reconstruction. The EU4Reconstruction Programme will direct coordinated funding, technical support and digital tools straight into Ukraine’s rebuilding efforts – ensuring that public investment is transparent, accountable, and aligned with EU standards from the ground up.
EU4Reconstruction Programme will reinforce the leadership of the Ministry for Communities and Territories Development (MCTD), strengthen the State Agency for Reconstruction and Development of Infrastructure (SARDI), and empower local governments to manage reconstruction professionally and sustainably. Civil society and independent media will play an active role in oversight, ensuring public trust and reducing corruption risks.The total allocated budget for the EU4Reconstruction Programme implementation is above 37 MEUR, with co-funding contributions of 15 MEUR from the European Union, 1 MEUR from the Republic of Lithuania, 10 MEUR from the Kingdom of Denmark, 1,6 MEUR from France and 12 MEUR from Germany.The EU4Reconstruction Programme will be implemented by 2 Working streams:
- Stream 1 – Germany and France;
- Stream 2 – Denmark and Lithuania.
Lithuania (Central Project Management Agency) will support SARDI by strengthening its capacity to operate as a transparent, efficient, and EU-compliant institution, effectively managing sustainable and accountable reconstruction efforts (hereinafter Stream
2).

The Ukrainian government is more efficiently and accountably managing reconstruction projects of national and regional competence, as well as those in cities.
Outputs
- Capable larger cities have the capacity to develop and manage their reconstruction investments in an efficient and transparent manner, implemented by the Team 2 and Team 1a of the EU4Reconstruction Programme’s Stream 2.
- SARDI has the capacity to operate as a transparent, efficient, and EU-compliant institution, effectively managing sustainable and accountable reconstruction efforts, implemented of Team 1b of the EU4Reconstruction Programme’s Stream 2
The duration of EU4Reconstruction Programme’s Stream 2 is 3 years. Lead partner of the Project is Ministry of Foreign Affairs of Denmark (Team 2 and Team 1a), junior partner – Central Project Management Agency (hereinafter CPVA) (Team 1b).

Description Of The Assignment
- Provide comprehensive support to the Team Leader of Team 1b and in management of implementation of the EU4Reconstruction Programme’s Stream 2.
- Liaison with partner institutions and other interested stakeholders; together with the Team Leader of Team b represent EU4Reconstruction Programme’s Stream 2 and ensure strategic communication and coordination.
- Follow and analyse Ukraine ‘s progress in public investment management (PIM) reform and reconstruction coordination efforts, prepare analytical notes on the key policy developments and initiatives in the areas.
- Follow the new donors initiatives addressing PIM strengthening, public procurement strengthening, support to Reconstruction, strengthen communication and exchange of information with donor organizations, embassies to attract appropriate funding; contribute to mapping and analysing EU accession related assistance in Ukraine with an aim to identify gaps and synergies.
- Provide assistance in preparing EU4Reconstruction Programme’s Stream 2 work plans, monthly and progress reports, ensuring coherence and quality of inputs by the EU4Reconstruction Programme’s Stream 2, conducting proofreading of the reports.
- Consolidate, prepare, and provide necessary information related to EU4Reconstructon implementation for Steering Committee, Advisory Board, meetings with stakeholders and key strategic partners.
- Identify success stories, achievements, lessons learned and document recommendations to be integrated into broader knowledge management efforts.
- Provide EU4Reconstruction Programme’s Stream 2 Communication Officers with analytical inputs and key messages for communication.
- Provide other relevant support as required for the Team 1b.
Expert Profile Or Expertise Required
- A university degree in Public Administration, European Studies, Political Science, Law or a related field.
- At least 5 years’ professional experience in implementing the institutional development /capacity building projects.
- Experience in legal acts and policy documents analysis and preparation of strategic or analytical reports.
- Experience in working with or within national / subnational government institutions, particularly those involved public investment management system or international technical assistance projects, prior engagement with EU or donor-funded projects would be a strong advantage.
- Experience interacting with a wide range of stakeholders, including government bodies, public institutions, embassies and civil society organisations.
- Solid knowledge in project management, implementation, monitoring and reporting, public procurement,
- Basic knowledge of the institutional frameworks of EU integration processes and of the Ukrainian context in relation to Ukraine’s EU accession.
- Excellent analytical skills, with the ability to track policy developments, synthesize information from diverse sources, and produce clear, insight-driven outputs.
- Strong written communication skills, including preparation of high-quality reports, briefs, and presentations tailored to diverse audiences.
- Strong organizational and planning skills, with the ability to manage multiple tasks, coordinate expert inputs, and support reporting cycles.
- Effective coordination and teamwork abilities, with experience liaising with internal and external stakeholders, supporting information flows, and contributing to knowledge sharing.
