Function - Network Expansion / Statutory & Regulatory Affairs

Role Purpose:

General Manager – Statutory Compliance & Approvals (State)

strategic planning, governance, senior-level authority liaison, risk mitigation, and leadership

Key Roles & Responsibilities:

1. Statutory Approvals – Leadership & Governance

• Own the

  end-to-end statutory approval lifecycle

  for all CO and NRO sites across the state.
• Define statutory execution strategy aligned with annual network expansion plans.
• Prioritize sites, allocate resources, and intervene to unblock delays and escalations.
• Ensure state-wide compliance with statutory, safety, environmental, and land regulations.

2. Senior Liaison with Statutory Authorities

• Act as the

  primary senior interface

  with state and district statutory authorities including PESO, NHAI, MoRTH, District Magistrates, Forest Department, and Police Administration.
• Represent the organization during high-level inspections, hearings, and regulatory discussions.
• Resolve complex, sensitive, and high-impact statutory issues and manage escalations with HO.

3. Business & Channel Partner Enablement

• Align statutory execution with

  state network expansion targets

  and business priorities.
• Provide strategic advisory support to channel partners on statutory risks and feasibility.
• Review statutory progress with SBDMs, NDMs, and LOI holders and drive corrective actions.

4. Cross-Functional & HO Coordination

• Drive alignment between Business, Retail Engineering, Legal, and HO Statutory teams.
• Act as the

  state-level execution and governance arm

  for the HO Statutory Team.
• Validate statutory readiness before site rollout and commissioning.

5. MIS, Governance & Compliance

• Own state-level statutory MIS, dashboards, and leadership reporting.
• Ensure timely renewals, RFC alerts, and audit readiness.
• Lead statutory audits, inspections, and compliance reviews.
• Institutionalize best practices and continuous improvement in statutory processes.

6. TPSP & Vendor Governance

• Own TPSP strategy, performance management, and SLA governance.
• Review TPSP KPIs, enforce accountability, and control statutory-related costs.
• Approve TPSP commercials and ensure timely payments.

7. Leadership & Capability Building

• Lead and develop the state statutory team.
• Build scalable statutory frameworks to support long-term network growth.
• Mentor DGMs and create succession capability.

Skills & Experience

• Experience:

  Minimum

  12+ years

  in Network Development / Business Development / Channel Management.
• Strong exposure to statutory and regulatory compliance in infrastructure / network expansion environments.
• Proven senior-level government liaison and stakeholder management skills.
• Ability to manage high complexity and scale.

Education

• Mandatory:

  BE / B.Tech

• Preferred:

  Full-time MBA (Marketing)
