Job Description

The Divisional Manager – Shutdown / Turnaround will be responsible for overseeing all aspects of shutdown and turnaround, mechanical services within the refinery or oil and gas industry. This includes planning, organizing, executing, and ensuring the safe, efficient, and cost-effective completion of scheduled and unscheduled shutdowns. The role requires an individual with extensive experience in refinery/oil and gas plant maintenance, shutdown management, and team leadership in high-risk, high-stakes environments.

Responsible for the effective operational compliance with QHSE policies, systems and work instructions

Key Responsibilities:

1.Shutdown & Turnaround and Mechanical Services:

  • Lead and manage the overall strategy for shutdowns and turnarounds (TAR) for refinery or oil & gas assets, ensuring minimal downtime and optimal resource allocation.
  • Develop and manage project managers for detailed shutdown schedules, scope of work (SOW), and work execution plans, considering all operational, safety, and environmental factors.
  • Coordinate with various departments (operations, maintenance, engineering, procurement, HSE) to ensure smooth execution of shutdown activities.
  • Establish and manage turnaround milestones and timelines, ensuring project deliverables meet or exceed expectations.

2.Budget Management and Cost Control:

  • Develop, manage, and track the budget for shutdown and turnaround projects, ensuring projects are completed within financial constraints.
  • Identify potential cost-saving opportunities while maintaining safety and quality standards.
  • Prepare cost forecasts, monitor actual expenses, and provide regular financial reporting on progress against the budget.
  • Oversee procurement of materials, equipment, and third-party services required for the turnaround process.

3.Risk Management and Safety Oversight:

  • Ensure that all shutdown and turnaround activities adhere to strict safety, health, and environmental standards in line with refinery or oil and gas industry regulations.
  • Identify and mitigate risks related to shutdown activities, including potential hazards, resource constraints, and timeline delays.
  • Lead safety audits and ensure the implementation of corrective actions to address any safety concerns.
  • Conduct safety reviews and risk assessments before, during, and after each turnaround.

4.Execution and Operational Efficiency:

  • Oversee the execution of shutdown and turnaround activities, ensuring that tasks are completed as per the approved schedule and within the allocated budget.
  • Troubleshoot and resolve operational issues quickly to ensure the safe and efficient completion of the turnaround.
  • Ensure that the work is completed to the required quality standards and in compliance with operational requirements.
  • Coordinate with contractors, vendors, and third-party service providers to ensure seamless execution.

5.Team Leadership and Development:

  • Lead, motivate, and manage cross-functional teams responsible for executing shutdown and turnaround activities.
  • Provide training, mentoring, and development opportunities to staff, ensuring high levels of performance and technical proficiency.
  • Foster a culture of collaboration, safety, and continuous improvement within the team.
  • Manage resources effectively to ensure that the right personnel, equipment, and materials are in place.

6.Post-Turnaround Review and Continuous Improvement:

  • Conduct post-shutdown reviews to evaluate performance, identify lessons learned, and recommend improvements for future shutdowns and turnarounds.
  • Develop and implement corrective actions for issues identified during the shutdown process to improve performance and efficiency in subsequent turnarounds.
  • Ensure all documentation is complete, accurate, and submitted in a timely manner for future reference and audits.

7.Regulatory Compliance and Documentation:

  • Ensure compliance with local, national, and international regulations governing shutdown and turnaround operations within the oil and gas or refinery industry.
  • Ensure all documentation related to shutdown planning, execution, and performance is accurate, complete, and maintained for auditing purposes.
  • Coordinate with regulatory bodies to ensure compliance and address any concerns related to turnaround activities.

Qualifications & Experience :

  • Bachelor’s degree in mechanical engineering, Petroleum Engineering, or a related field.
  • At least 15 years of experience in refinery, oil & gas, or petrochemical plant shutdown/turnaround management.
  • At least 5 years in a leadership role managing large-scale shutdown and turnaround projects.
  • In-depth understanding of shutdown, maintenance, and turnaround practices in the oil & gas or refinery industry.
  • Strong knowledge of HSE regulations, industry standards, and best practices in turnaround management.
  • Proficiency with project management tools and software (e.g., Primavera, MS Project, or similar).
