Job Description

A Billing and Estimation Engineer plays a crucial role in the financial management of engineering and construction projects by accurately forecasting project costs and managing all aspects of the billing process. They are essential for ensuring projects stay within budget and that all payments are processed accurately and on time.

Key Responsibilities

  • Cost Estimation: Prepare detailed and accurate project cost estimates for labor, materials, and equipment by analyzing blueprints, technical drawings, and project specifications.
  • Bill of Quantities (BOQ) Preparation: Create and manage detailed BOQs that list all necessary materials and work items, serving as the foundation for billing and procurement.
  • Billing and Invoicing: Prepare various types of bills, including Running Account (RA) bills, final bills, and subcontractor bills, based on the actual work progress at the site.
  • Verification and Certification: Conduct site visits and coordinate with site engineers to verify on-site measurements against documentation to ensure the accuracy of bills and invoices.
  • Cost Control and Reconciliation: Monitor project expenses, compare actual costs with estimated costs, and prepare reconciliation statements for materials like steel and cement to prevent budget overruns.
  • Contract Management: Ensure all billing practices and claims (including those for extra or non-BOQ items) comply with contractual agreements, industry regulations, and relevant standards (e.g., Indian Standards IS 1200).
  • Documentation and Reporting: Maintain detailed records of all billing transactions, measurement sheets, and variations, and generate Management Information System (MIS) reports for management and clients.
  • Coordination and Communication: Act as a liaison between project managers, clients, contractors, vendors, and the accounts department to resolve billing disputes and ensure smooth financial operations.

Essential Skills and Qualifications

  • Education: A Bachelor's degree in Civil Engineering or a related field (e.g., Construction Management) is typically required.
  • Technical Skills:
  • Proficiency in estimation and billing software (e.g., AutoCAD, MS Excel, ERP systems like SAP).
  • Strong knowledge of quantity surveying, rate analysis, and Bar Bending Schedules (BBS).
  • Ability to read and interpret complex blueprints and technical drawings.
  • Soft Skills:
  • Strong analytical and mathematical skills.
  • Exceptional attention to detail and organizational skills.
  • Excellent communication, negotiation, and problem-solvin
