Associate Director - Government Advisory & Programme Management (PMU S

We are looking for a seasoned professional to play a pivotal role in supporting large-scale Programme Management Unit (PMU) engagements with government. This position goes beyond routine programme support and calls for leadership in shaping strategy, enabling execution, and providing thought partnership to senior decision-makers. The individual will be expected to anchor high-visibility initiatives, coordinate across multiple stakeholders, and drive outcomes that align with the government’s broader transformation agenda.

Strategic Advisory & Vision Setting

• Partner with senior government leadership to conceptualise and articulate the larger vision and long-term strategy.
• Translate broad goals into actionable roadmaps, policies, and frameworks to guide implementation.
• Identify emerging opportunities and risks to ensure the government’s agenda remains future-ready and adaptive.

Programme & Policy Design

• Lead the development of programme structures, governance mechanisms, and delivery models for government initiatives.
• Provide evidence-based inputs for policy formulation and institutional strengthening.
• Design monitoring and evaluation systems to measure impact and ensure accountability.

Stakeholder Management & Coordination

• Act as a central coordination point across government agencies, institutions, and external partners.
• Build and maintain consensus among diverse stakeholders to ensure smooth execution of multi-dimensional programmes.
• Facilitate high-level workshops, consultations, and steering committees to align priorities.

Execution Support & Governance

• Ensure programme implementation aligns with strategic objectives and timelines.
• Track progress through structured reviews, dashboards, and performance metrics.
• Recommend mid-course corrections and systemic improvements where required.

Knowledge, Research & Capacity Building

• Prepare analytical reports, policy briefs, and knowledge products for senior government decision-makers.
• Benchmark global and national best practices to bring innovation into government programmes.
• Build capacity within government teams through training, handholding, and knowledge transfer.
