Role Overview

The Senior Billing Engineer is responsible for preparing, verifying, and managing all billing-related activities for civil construction projects. This role ensures accurate quantity measurements, timely submission of client bills, subcontractor bills, and compliance with project specifications, drawings, and contract terms.

Key Responsibilities

Client and Project Billing

  • Prepare RA (Running Account) bills as per project progress and contract BOQ.
  • Ensure accurate quantity measurements and rate application as per tender/contract.
  • Coordinate with clients/consultants for bill certification and approvals.
  • Prepare final bills, deviation statements, and reconciliations.

Subcontractor Billing

  • Prepare and verify subcontractor bills based on work execution at site.
  • Review measurement sheets, joint measurement records, and agreements.
  • Ensure deductions, recoveries, and GST components are correctly applied.

Quantity Surveying and measurement

  • Conduct site measurements, quantity take-offs, and cross-check quantities with drawings.
  • Maintain updated measurement books and site records.
  • Prepare quantity reconciliation for materials, concrete, steel, shuttering, earthwork, etc.

Documentation and reporting

  • Maintain all billing documents—MB (measurement book), drawings, LOAs, bills, deviation statements, and supporting documents.
  • Coordinate with planning and site execution teams for progress updates.
  • Prepare MIS reports on billing status, receivables, and subcontractor payment statements.

Contract and cost compliance

  • Check contract terms and ensure billing compliance as per project conditions.
  • Prepare rate analysis, cost comparisons, and variation claims.
  • Assist in budget preparation, cost control, and tracking project expenditures.

Required skills and competencies

  • Strong knowledge of civil engineering, BOQ, contracts, and site execution.
  • Proficiency in AutoCAD, MS Excel, MS Project, and billing software (if applicable).
  • Excellent analytical, numerical, and documentation skills.
  • Ability to interpret drawings, technical specifications, and contractual terms.
  • Strong communication and coordination skills.

Qualification and Experience

  • Education:

    B.Tech / Diploma in Civil Engineering.
  • Experience:

    Minimum

    8–10 years

    in billing, QS, and contract management in civil construction projects.
  • Experience in infrastructure, industrial, commercial, or residential projects is preferred.
