Job Title: Safety Officer (Defence Licensed Manufacturing Facility)

Location: Khurdha, Odisha

Job Summary:


Key Responsibilities:

  • Develop, implement, and enforce integrated Health, Safety & Security (HS&S) management policies in line with defence manufacturing protocols and the Security Manual requirements.
  • Conduct routine inspections, risk assessments, and vulnerability analyses in coordination with designated Security Officers and Factory Management.
  • Monitor perimeter security integrity, controlled access areas, and surveillance systems as per Category ‘A’/‘B’/‘C’ level product classification.
  • Ensure safe handling, storage, and transportation of classified materials, hazardous chemicals, and defence components.
  • Lead investigations of all safety/security incidents, near-misses, and breaches. Maintain a detailed incident register and recommend corrective and preventive actions (CAPA).
  • Facilitate internal and external audits (e.g., from MoD, DGQA, or DDP) and assist with documentation and timely closure of non-conformities.
  • Organize mandatory safety and security awareness programs, mock drills, fire evacuation exercises, and emergency preparedness sessions for all categories of staff (including contract labor and visitors).
  • Maintain comprehensive records of Safety Data Sheets (SDS), first-aid logs, fire safety inspections, security passes issuance, and incident reports.
  • Collaborate with Admin and HR teams to ensure security clearance and police verification of personnel as required under the Security Manual.
  • Interface with external regulatory agencies, including DDP, MoD, Local Police, Fire Department, and State Industrial Safety authorities for compliance coordination.
  • Promote a culture of proactive safety and vigilance, fostering continuous improvement and employee participation in HS&S practices.



Qualifications & Experience:

  • Bachelor’s degree in Occupational Health & Safety, Industrial Hygiene, Environmental Science, or Mechanical/Electrical/Production Engineering.

  • Postgraduate Diploma in Industrial Safety (recognized by AICTE / State Technical Boards) –

    mandatory for defence sector compliance.
  • 5+ years of relevant experience, preferably in a defence or aerospace manufacturing setup with exposure to MoD/DRDO/DDP regulations.


Certifications (Preferred):

·      Certified Safety Professional (CSP)

·      Certified Industrial Security Professional (CISP)

·      Certified Hazardous Materials Manager (CHMM)

·      First Aid & Fire Safety Certification from Government Recognized Body


Key Competencies:

·      Strong understanding of MoD Security Manual (2014) compliance framework

·      Familiarity with Factory Act, Explosives Act, and ISO 45001 standards

·      Knowledge of industrial emergency response protocols

·      Excellent communication, training, and cross-functional coordination skills

·      High vigilance, integrity, and ethical commitment to national security-sensitive environments
