Job PurposeThe HR Manager is responsible for planning, implementing, and managing human resource strategies that support EPC project execution, workforce mobilization, statutory compliance, and organizational growth. The role ensures effective manpower planning across multiple project sites while maintaining employee engagement, productivity, and compliance with labor laws.
Key Responsibilities1. Manpower Planning & RecruitmentDevelop manpower plans aligned with project timelines and business requirements.
Lead recruitment for engineering, procurement, construction, QA/QC, HSE, and project support roles.
Coordinate rapid hiring and mobilization for project sites (local & remote).
Manage contractors, subcontractor manpower, and third-party staffing agencies.
2. Project & Site HR OperationsOversee HR operations across multiple construction sites.
Ensure smooth onboarding, deployment, and demobilization of project staff.
Manage site-specific HR issues including attendance, leave, discipline, and grievances.
Conduct regular site visits to assess workforce issues and compliance.
3. Labor Law & Statutory ComplianceEnsure compliance with labor laws applicable to EPC projects:
Contract Labour Act
PF, ESI
Minimum Wages Act
Factories Act / Shops & Establishments Act
Coordinate statutory audits, inspections, and government liaison.
Maintain accurate documentation and registers for site and corporate employees.
4. Payroll & Compensation ManagementOversee payroll processing for permanent and contractual employees.
Manage wages, overtime, allowances, site benefits, and reimbursements.
Ensure timely PF, ESI, gratuity, and tax compliances.
Support cost control by optimizing manpower costs.
5. Performance Management & Employee RelationsImplement performance management systems aligned with project deliverables.
Address employee relations issues, grievances, and disciplinary actions.
Foster a positive work culture across corporate and site locations.
Support conflict resolution between management, workers, and contractors.
6. Training & DevelopmentIdentify training needs for engineers, supervisors, and site workforce.
Coordinate technical, safety, and leadership training programs.
Support induction programs for new hires and project staff.
7. HR Policies & Process ImprovementDevelop and implement HR policies aligned with EPC business needs.
Standardize HR processes across sites and departments.
Drive digitization of HR operations (HRMS, attendance systems).
8. Health, Safety & Welfare CoordinationWork closely with HSE teams to ensure compliance with safety regulations.
Support welfare initiatives for site employees (accommodation, food, transport).
Ensure statutory safety training and certifications are tracked.
Key Skills & CompetenciesStrong knowledge of labor laws and EPC industry practices
Experience in handling large, site-based workforces
Stakeholder management across projects and leadership teams
Ability to work under tight project deadlines
Problem-solving and conflict resolution skills
Proficiency in HRMS, payroll systems, and MS Office
Qualifications & ExperienceMBA / PGDM in Human Resources or equivalent
8–15 years of HR experience, preferably in EPC / Construction / Infrastructure
Hands-on experience managing site HR operations and labor compliance
Key Performance Indicators (KPIs)Timely manpower mobilization for projects
Compliance audit scores and zero statutory penalties
Employee attrition rates (site & corporate)
Payroll accuracy and timeliness
Employee satisfaction and engagement levels
