Position Summary
The ETS Research Institute invites applications for the position of project leader to lead ETS’s work on a large and strategically significant government led project advancing assessment reforms in India. We seek researchers and project managers with experience leading international educational consulting and capacity building projects and preferably experienced with large-scale survey assessments of student and educator competencies. The successful candidate will join a collaborative team working closely with a renowned government organization on an exciting and vital project to promote equity in assessment and competency-based learning and holistic development for all children across India.

Key Focus Areas
- Competency-Based Assessment: Development of 360-degree Holistic Progress Cards for all educational stages—Foundational, Preparatory, Middle, and Secondary.
- Large-Scale Achievement Surveys: Conducting large scale national surveys to monitor learning outcomes.
- Equivalence of School Boards: Harmonizing assessment standards across different state and central boards to ensure fair and comparable evaluation.
- Capacity Building: Organizing workshops (e.g., Project Vidyasagar) to train educators on new pedagogical approaches under the National Curriculum Framework 2023.

Key Responsibilities
- Work with client to conduct and publish research on foundational topics in large-scale assessment, including survey sampling, missing data, and latent variable modeling.
- Serve as the primary client contact for all aspects of the contract.
- Contribute to the development, evaluation, and implementation of statistical and psychometric methods for large-scale assessment programs.
- Collaborate with colleagues on projects related to operational assessments, methodological innovations, and research initiatives.
- Provide methodological consultation and support to internal and external stakeholders.
- Participate in proposal development for internal and external research funding.
- Mentor junior staff and contribute to the professional development of the research team.
- Disseminate research findings through peer-reviewed publications, technical reports, conference presentations, nontraditional venues (e.g., social media, research notes or blogs), and other appropriate channels.
- Engage with the broader research community through professional service, advisory roles, and collaborative projects.
Qualifications
- A Ph.D. or equivalent in educational measurement, psychometrics, education, psychology or a closely related quantitative field is required.
- 10+ years of experience leading large-scale assessment programs, preferably in international or government contexts.
- Demonstrated ability to lead client relationships, preferably with high-profile clients.
- Demonstrated ability to manage multi-stakeholder projects involving ministries, national education bodies, and international partners.
- Experience with capacity building and technical training, especially in low- and middle-income country settings.
- Strong leadership and communication skills to guide cross-functional teams and represent ETS in high-level government engagements.
- Experience managing staff in the US and outside of the US
- Proven ability to manage budgets and complete deliverables on time.
- Ability to work collaboratively in multidisciplinary teams and communicate complex concepts to diverse audiences.
- Commitment to advancing equity, fairness, and innovation in education.
- Willingness to spend at least one month every quarter in New Delhi, India and adjust working hours for real time leadership of team in India.
Preferred Qualifications
- Proven expertise in designing and scaling competency-based assessments, including psychometric modeling and validation.
- Experience working on large-scale international or national assessment programs (e.g., PISA or TIMSS)
- Familiarity with Indian education systems, NEP 2020, and cross-board equivalence frameworks is highly desirable.
- Willingness to relocate to New Delhi, India for the duration of the project.
- Experience developing and securing contracts for educational consulting and capacity building contracts with low or middle-income countries or provinces or states within countries.
