We are a prominent manpower outsourcing organization managing over 1200+ workforce across 1215 major projects. Our commitment is to build a highly effective, compliant, and employee-centric HR function that supports organizational growth and operational excellence.

Role Summary

We are seeking a responsible, experienced, and strategic HR Manager to lead all HR operations and manage our major outsourced manpower deployed across multiple client projects. This role is crucial for ensuring statutory compliance, strengthening employee relations, driving recruitment, managing payroll, and establishing a sustainable HR framework across multi-location operations.

The HR Manager will also mentor and manage two existing office staff to function as Admin Executives, ensuring strong administrative and compliance support within the organization.

Key Responsibilities

1. Payroll & Compliance Management

  • Manage end-to-end monthly payroll for a large outsourced workforce, ensuring accuracy and timely processing.
  • Ensure full compliance with PF, ESI, Labour Welfare Fund, and all statutory regulations.
  • Prepare and submit statutory returns, handle government inspections, audits, and close compliance gaps proactively.

2. Recruitment & Onboarding

  • Lead full-cycle recruitment: sourcing, screening, interviewing, offer negotiation, and onboarding.
  • Forecast manpower needs in coordination with Project Heads to ensure seamless availability of outsourced manpower.
  • Develop job descriptions, maintain candidate databases, and use job portals/ATS effectively.

3. Employee Relations & Development

  • Address employee grievances across sites and resolve conflicts professionally.
  • Implement performance management systems and employee development programs.
  • Drive positive workplace culture and employee engagement initiatives.

4. Statutory & Legal Compliance

  • Ensure strict adherence to all applicable labour laws and company policies across all outsourced manpower sites.
  • Maintain accurate statutory records and prepare compliance dashboards/reports.
  • Conduct periodic internal audits and implement corrective actions.

5. Administrative Supervision

  • Train and supervise office manpowers to function as competent Executives.
  • Oversee documentation, attendance management, statutory filing support, and vendor coordination.
  • Ensure accuracy and timeliness in all administrative processes and record keeping.

6. HR Reporting & Analytics

  • Generate HR MIS reports and track key KPIs such as attrition, absenteeism, and compliance status for outsourced staff.
  • Provide management with data-driven insights for decision-making.
  • Lead continuous improvement of HR operations and systems.

7. Vendor & External Coordination

  • Coordinate with statutory bodies, recruitment vendors, client HR teams, insurance providers, and compliance consultants.
  • Maintain strong relationships to support smooth functioning of outsourced manpower operations.

Mandatory Requirements

  • 45 years of strong experience in HR Operations and Statutory Compliance, preferably in manpower outsourcing, construction, or manufacturing sectors.
  • Proven ability to manage large-scale outsourced manpower across multiple project sites.
  • Solid expertise in labour laws (Factories Act, Payment of Wages Act, Industrial Disputes Act, etc.).
  • Hands-on experience with HRMS platforms and advanced MS Excel.
  • Experience managing multi-location workforce and large employee data sets.
  • Strong recruitment background with proficiency in ATS & job portals.
  • Excellent communication, analytical thinking, leadership, and problem-solving abilities.
  • Demonstrated ability to train and mentor junior staff.
  • Degree in HR, Business Administration, or a related field preferred.

Expected Accountability

  • Achieve zero non-compliance during statutory inspections.
  • Deliver error-free payroll for all outsourced manpower within strict timelines.
  • Maintain recruitment turnaround time of 15–30 days.
  • Ensure 100% accuracy in HR records, documentation, and MIS reporting.
  • Successfully upskill Admin Executives into reliable administrative professionals.
  • Maintain high employee satisfaction, retention, and engagement levels across all projects.
