Job Description

Location: Barabanki- Suratganj, Bahraich- Risiya, Mihinpurwa, Fatehpur- Malwa, Haswa, Vijaipur, Banda- Naraini, Baberu, Mahoba- Kabrai, Jaitpur, Gorakhpur- Bathat, Sardar Nagar, Basti- Vikramjot, Saltua, Sant Kabir nagar- Haiser Bazar, Baghauli, Khalilabad
PCI, India is a partner of BMGF and is technically supporting various Government Departments in Uttar Pradesh. PCI works closely with Uttar Pradesh State Rural Livelihood Mission and technically supports UPSRLM in implementation of interventions like Food, Health, Nutrition and WASH, Take Home Ration and other interventions around Women Economic Empowerment and Livelihoods like Fisheries, Beekeeping and Decentralized Renewable Energy. To augment and strengthen the delivery and implementation of different interventions of various projects at grassroot level, PCI is looking to hire

Cluster Facilitator

for implementation and facilitation of interventions of its various projects at the cluster level in coordination with community institution. Cluster Executive will ensure smooth implementation of interventions/activities, facilitate and support the project operationalization implementation at cluster level in the state of Uttar Pradesh. S/he will be responsible for the delivery of project outputs, coordinate with community institutions and foster rapport with government officials and other stakeholders. S/he will work under close supervision of Supervisor and support in overall project implementation, management, and documentation.

Key Responsibilities:

Implementation and facilitation of project interventions and activities at Cluster Level:

  • Regular visit to the assigned CLF for facilitation, coordination execution support towards integrating, Livelihood initiatives like fishery, Beekeeping, etc in the selected CLF.
  • Hand hold mentor CLF Nodal Staff, CLF OB members, Sub Committee members and Executive members in Planning, Implementation, Monitoring and Development of systems for regular review of all intervention and projects, progress of planned interventions and outcomes at the CLF level.
  • Support assigned CLFs in maintaining and updating the cluster profile, Cadre profile, and training and Monitoring details of each intervention programs.
  • Facilitate and ensure capacity building and training of the CLF Nodal Staff, CLF OB members, Sub Committee members on different intervention program contents under the supervision of the block officer.
  • Build capacity and facilitate CLF in organising periodic reviews of Community functionaries and cadre from time to time.
  • Build the capacity of CLF to Compile Monthly progress on all programmatic intervention reports on and ensure the timely submission of them to BMMU/Block officer.
  • Will be required to build capacity of CLF to maintain financial records like ledger, Cash Book, vouchers etc related to project interventions like Fisheries, Beekeeping etc
  • Support CLFs to Maintain the data flow from the field, CLF to block level

Facilitation and implementation of project activities and interventions at Gram Panchayat Level:

  • Will be required to undertake regular field visits to project covered villages for facilitation and implementation of activities and interventions as per the requirement of the project and work.
  • Will be required to ensure sensitisation and mobilisation of community and SHG Households around economic empowerment of women and livelihoods interventions like Fisheries, Bee-Keeping etc
  • Will be required to building capacity of community, SHG Households and the community-based institutions on women economic empowerment and different livelihood interventions.
  • Will be required to build the capacity of Community functionaries to perform as per the expected roles and responsibilities envisaged as per the policy and project. Will build the capacity of community functionaries on use of digital tools.
  • Will identify gaps in the implementation of project interventions and will facilitate redressal of issues, conflicts, concerns in consultation and coordination with supervisor.

Development of livelihoods Models, Prototypes and Best practice demonstration sites.

  • Will be required to develop Livelihood Models, prototypes and best practice demonstration sites around farm, off farm and non-farm interventions as envisaged in the projects from time to time.
  • Will be required to identify and develop livelihood Models and best practice demonstration sites on Fisheries and Honeybee Keeping.
  • Will be required to support in documentation of best practices and success stories in the project and in various livelihood Interventions.

Develop rapport, coordinate and maintain synergy with Stakeholders.

  • Will be required to build rapport with community and rural women and ensure adequate coordination and synergy with community institutions for implementation of project interventions.
  • Will be required to build and maintain rapport, coordination and synergy with Mission staff at various levels.
  • Will be required to build and maintain rapport, coordination and synergy with various line department functionaries and panchayat representatives and other community leaders for smooth and seamless implementation of project interventions.
  • Documentation report writing of different training/ interventions, Success stories, best practices.
  • Generate monthly brief CLF-level feedback reports including success stories on women economic empowerment and livelihood interventions like Fishery, Honeybee keeping etc Behaviour Change, and collective actions, identify the positive deviance.
  • Provide analyzed data and reports on training implementation as per programmatic requirements under the guidance of the supervisor/Block officer.
  • Submit Monthly Progress reports on project deliverables and key result areas as per the requirement. Identify raise the CLF-wise gap in training and implementation of programmatic activities and share with Block officer.

Qualifications:

Graduate with 0-2 years of experience in social development sector. Ability to communicate in Hindi and local language Working knowledge of MS-office specially Word, Excel.
  • Should have a preowned and maintained two-wheeler for doing regular field visits.
  • Should have a preowned Android or Smart Phone for regular communication and coordination of work.
  • Should be willing to stay in remote locations in close proximity to the assigned Cluster or field area.
  • Willingness to travel to project areas, including remote rural locations including relocation as per the project needs and requirements.
  • The incumbent must maintain confidentiality, use sound judgement, and perform independently with the following professional attributes:

  • Possess cultural and political awareness and be sensitive and comfortable to work with women.
