Bid Manager / Senior Proposal Writer


Key Responsibilities:

Proposal Development:

  • Develop and write comprehensive, persuasive, and compliant RFP responses for staffing and technical projects.
  • Collaborate with cross-functional teams to gather required information, including technical details, project scope, and pricing.
  • Tailor proposals to align with client-specific requirements, ensuring clarity and alignment with evaluation criteria.

RFP Analysis:

  • Analyze RFPs, RFQs, and RFIs to identify critical requirements, submission deadlines, and evaluation criteria.
  • Create compliance matrices and proposal outlines to ensure complete and accurate responses.

Pricing Knowledge:

  • Develop and validate pricing strategies, including detailed cost breakdowns, competitive analysis, and markup structures.
  • Collaborate with finance and operational teams to develop cost models and pricing that aligns with project goals and profitability targets.

State and Federal Expertise:

  • Demonstrate a deep understanding of state and federal government RFP submission processes, requirements, and regulations.
  • Ensure all proposals comply with applicable laws, policies, and government-specific guidelines.

Bid Management:

  • Manage the end-to-end bid lifecycle, including kickoff meetings, draft development, and final submission.
  • Maintain version control and ensure timely delivery of all required documents.

Quality Assurance:

  • Review and edit proposals to ensure accuracy, consistency, and professional presentation.
  • Incorporate feedback and revisions from stakeholders to refine and strengthen proposals.

Win Strategy Development:

  • Collaborate with business development and leadership teams to define and implement win strategies tailored to each opportunity.
  • Highlight organizational strengths, certifications, and past performance to enhance competitiveness.

Experience Documentation:

  • Maintain a library of past proposals, templates, and reusable content for efficiency in future submissions.
  • Document lessons learned and integrate them into the proposal development process.


Qualifications and Requirements:

  • Master’s degree in Business Administration (MBA)

    Bachelor’s degree

    , Marketing, Communications, or a related field.
  • Minimum

    5-8 years of experience

    in bid and proposal writing, with a focus on IT

    Staffing RFPs

    and

    technical RFPs

    for state and federal governments.
  • Strong understanding of pricing models, cost analysis, and bid financials.
  • Exceptional writing, editing, and organizational skills with attention to detail.
  • Proficiency in tools such as

    MS Office Suite

    (Word, Excel, PowerPoint), Adobe Acrobat, and project management tools.
  • Ability to interpret and respond to complex RFP requirements and deliverables.
  • Familiarity with

    government procurement processes

    , regulations, and compliance standards (e.g., FAR, DFARS, and state-specific policies).
  • Proven track record of winning competitive bids, showcasing expertise in proposal strategy and execution.
  • Strong project management skills, with the ability to manage multiple deadlines and stakeholders effectively.
