Title: Sr. Tender Estimator/Commercial Manager

Location: Vadodara, Gujarat

We are seeking a highly experienced and strategic Senior Tender Estimator / Commercial Manager to lead our bidding and cost management function, specifically targeting Government Infrastructure contracts (State and Central PWD). The successful candidate will be responsible for overseeing the preparation of all major tenders for projects including Roads, Bridges, Dams, and large-scale public utility infrastructure in and around Vadodara and the Gujarat region.

This is a leadership role requiring deep knowledge of governmental procurement, excellent negotiation skills with local suppliers, and a proven track record of securing profitable and compliant public sector contracts.

Key Responsibilities and Strategic Leadership

  • Bid Strategy & Leadership: Lead the end-to-end tendering process for multi-million infrastructure projects. Develop and propose sophisticated commercial strategies (e.g., pricing strategy, contingency application, phasing) to executive leadership, ensuring compliance with Government Tender requirements.
  • Accuracy and Risk Management: Conduct high-level analysis of Bills of Quantities (BOQ), contractual specifications (including PWD Schedule of Rates), and technical drawings to identify critical risks, scope gaps, and commercial liabilities. Implement robust checks to ensure a maximum cost variance of 2% post-award.
  • Comprehensive Cost Take-Off: Oversee and personally manage complex quantity take-offs for high-value civil engineering, earthwork, structural concrete, and specialized dam/road components using advanced software (e.g., BIM, PlanSwift, Bluebeam).
  • Regional Market Intelligence & Negotiation: Utilize extensive vendor and subcontractor networks within Gujarat and Vadodara to secure the best possible pricing. Benchmark local market rates and supply chain costs specific to large civil projects.
  • Subcontractor & Regulatory Compliance: Review and challenge subcontractor bids, ensuring technical compliance and commercial viability. Ensure all bids comply with local government and CPWD/MoRTH contract specifications and documentation requirements.
  • Team Development & Mentorship: Mentor and guide junior estimators, standardizing BOQ templates and estimation methodologies across the department to ensure consistency and speed.
  • Post-Award Handover & Value Engineering: Lead the detailed cost handover to the Project Management team, clarifying all bid assumptions and potential cost-saving opportunities through Value Engineering specific to infrastructure materials.

Required Qualifications

Experience and Education

  • 10+ years of progressive experience in quantity surveying, tendering, or cost estimation specifically within the Infrastructure, Roads, Water/Dam, or Heavy Civil Engineering sectors.
  • Bachelor’s degree in Quantity Surveying, Construction Management, Civil Engineering, or a related field.
  • Proven track record of successfully managing and winning Government/Public Works tenders in India, preferably within Gujarat or Western India.
  • Proven track record of successfully managing and winning tenders both Government and Private contracts.

Technical & Commercial Skills

  • Contractual Knowledge: Deep understanding of Government contract forms, including CPWD, PWD, and MoRTH (Ministry of Road Transport and Highways) specifications and experience in interpreting special conditions of contract.
  • Software Mastery: Expert proficiency in industry-leading estimation software and advanced proficiency in MS Excel for detailed financial modeling and scenario analysis.
  • Financial Acumen: Excellent knowledge of overhead recovery, profit calculation, cash flow analysis, and project budget control.
  • Leadership & Communication: Exceptional presentation, written, and verbal communication skills necessary to articulate complex financial models and risks to executive management and clients.
