We are seeking a highly experienced Technical Project Manager to lead a multi-disciplinary team of international standing with extensive expertise in conducting M&E for large-scale Government and development partner-funded programs.


Key Responsibilities

  • Lead the overall design and technical delivery of the project’s external Monitoring and Evaluation (M&E) assignment, ensuring alignment with the Results Framework and Theory of Change of TNRTP 2.0.
  • Conceptualize and oversee rigorous impact evaluation designs (experimental and/or quasi-experimental), including the development of counterfactuals and mixed-methods approaches for baseline, midline and endline studies.
  • Lead sampling strategies for all major surveys, ensuring statistically robust, randomized samples and adequate power to detect impacts at 95% confidence.
  • Direct the development, piloting and finalization of survey instruments (household, enterprise, CBO, and other modules) in English and Tamil, ensuring coverage of key project indicators and thematic areas.
  • Provide strategic oversight to data collection operations, including field planning, quality assurance protocols, enumerator training, supervision and adherence to ethical standards.
  • Guide integration of survey, monitoring and MIS data, ensuring consistency with the project’s Results Framework and facilitating regular progress and outcome tracking.
  • Ensure timely preparation of key technical outputs, including:
  • Inception report and detailed M&E and impact evaluation methodology
  • Baseline, midline and endline analytical reports
  • Quarterly/bi-annual monitoring reports and annual project performance reports
  • Thematic and case study reports and learning products
  • Work closely with the Client’s PMU, World Bank team and other stakeholders to refine evaluation questions, agree on designs, and validate findings and recommendations.
  • Provide technical leadership for the design and use of the M&E MIS, working with ICT/MIS partners to ensure that data architecture, indicators and dashboards support effective monitoring and decision-making.
  • Manage the multidisciplinary evaluation team (econometricians, data analysts, field operations experts, etc.), including work planning, task allocation, quality assurance and performance management.
  • Present findings and insights to government counterparts, World Bank and partners through presentations, workshops and policy dialogues, translating evidence into practical recommendations.
  • Ensure compliance with World Bank procurement and safeguard requirements, ethical standards in research, and data protection norms.


Qualifications and Experience

  • Postgraduate degree (Master’s or above) in Economics, Statistics, Public Policy, Development Studies, Social Sciences, or a related quantitative discipline. A PhD in a relevant field will be an advantage.

  • Substantial experience (typically 10+ years) in designing and leading impact evaluations and large-scale M&E systems for government or donor-funded programmes, preferably rural livelihoods, enterprise development, or similar sectors.
  • Demonstrated hands-on experience with experimental and quasi-experimental methods (e.g., RCTs, difference-in-differences, PSM, panel data methods), including design, implementation and interpretation.
  • Proven track record of leading multi-round surveys (baseline, midline, endline), including development of tools, sampling, data collection strategies and quality control across multiple locations.
  • Strong familiarity with results-based management, theory-of-change driven M&E, and World Bank/major donor requirements for monitoring, evaluation and reporting.
  • Experience working with large, complex datasets and integrating survey, administrative and MIS data for program monitoring and impact assessment.
  • Demonstrated leadership in managing multidisciplinary teams and large field operations, including in rural and hard-to-reach areas.
  • Excellent analytical and writing skills, with a proven record of high-quality reports, publications, or knowledge products.
  • Strong stakeholder management skills, including experience engaging with senior government officials and international development partners.
  • Fluency in English (spoken and written) is essential; working knowledge of Tamil or strong experience in Tamil Nadu or similar contexts will be a significant advantage.

  • High standards of integrity, independence and professional ethics; no conflict of interest with project implementation entities.
