Project Brief

The Universal Immunization Program (UIP) of India, is one of the largest public health programmes in the world. Due to rigorous and focussed efforts, India has significantly improved immunization services and health outcomes over the past two decades. To further improve the immunization indicators; increase the proportion of Fully Immunized Children; and reduce the percentage of zero-dose children there is need to have a tailored and strategic social and behaviour change communication for improving awareness, generating demand and ensuring public confidence in the vaccine. Community engagement and human-centred approach to increase the demand generation for immunization have proved to be effective strategies around the globe.Under GAVI HSS-3 grant, Voluntary Health Association of India has partnered with UNICEF for boosting routine immunization in 36 blocks in 12 districts of Arunachal Pradesh. The districts are West Kameng, Upper Subansiri, Upper Siang, Siang, East Siang, Papumpare, Namsai, Lower Subansiri, Longding, Kamle, East Kameng & Changlang. Through this project, VHAI will implement intensive community engagement activities in low immunization coverage pockets and undertake advocacy and supportive supervision of RI across the state. VHAI will support the existing government system in identification of zero dose children and referring them for immunization services. This will entail working closely with local influencers, CBOs, FBOs, PRIs, traditional healers etc. to create social accountability for immunization, within the larger ambit of RMNCH+A.

Job Summary

The State Program Coordinator will be responsible for overall project management at the state level. The position will report to National Coordinator and Chief Executive, VHAI. The position holder will be responsible for coordination with concerned departments of state government and other stake holders, providing technical support in designing, and implementing project activities, monitoring, documentation, record keeping and reporting.The key responsibilities of the State Program Coordinator will be:
  • Overall day to day coordination of the project.
  • Liaison and establish working relationship with State and District Government health and Immunization team, SEPIO, DIOs, NHM, UNICEF and other concerned departments.
  • Develop micro plan, its implementation and monitoring in timely manner.
  • Ensure timely implementation of the project activities and budgetary controls.
  • Capacity building of project team on various technical & operational aspects of the programme.
  • Carry out regular field visits to intervention districts/blocks to provide hand holding support and supportive supervision of district and block teams in all project districts.
  • Provide adequate creative support and guidance to the district and block teams by continuously reviewing the feedback from the ground.
  • Empowering the district and block teams with evidence based creative ideas to improve the quality of the work.
  • Engaging local CBOs, PRIs, FBOs and other influencers to ensure the sustainability of the programme.
  • Report writing and timely sharing of reports/data with VHAI, UNICEF & NHM.
  • Documentation of good practices and case studies.
  • Closely coordinate with state Government and give feedback from grassroots level experience as well as help the government to implement their relevant programme.
  • Advocate at State level on different aspects of RMNCH+A especially focusing on routine immunization.
  • Support & facilitate the state & district level field visits and meetings of VHAI/UNICEF national team.
  • Networking with other like-minded organizations and individuals.
  • Additional duties assigned by the National Coordinator or Senior Management of VHAI.

Qualification & Skills

VHAI is looking for a goal-driven individual who can produce high-quality work, handle multiple tasks simultaneously, and meet tight deadlines while maintaining attention to detail. The successful candidate is required to have:
  • Master’s degree in Public Health or MBBS/BDS/BAMS/BHMS or equivalent
  • More than 5 years of overall experience in public health including working on Immunization programs
  • Technical knowledge and field experience in Immunization programs
  • Knowledge of Indian health system, key stakeholders and relevant government
  • Experience of handling large projects; project management including financial and budgetary controls and leading a team at state level
  • Excellent documentation and written communication skills in English
  • Proficiency in computers and MS Office (Word, Excel, Powerpoint)
  • Willingness to travel extensively within the state
  • Preference will be given to candidates from Arunachal Pradesh or other North-eastern states
