About the project
India’s health system continues to face persistent challenges in ensuring equitable access, quality, and resilience across different geographies and population segments. Health outcomes are often undermined by systemic gaps such as inadequate infrastructure, human resource shortages, fragmented service delivery, and limited community engagement. These issues are further compounded by the dual burden of communicable and non-communicable diseases, growing healthcare costs, and disparities in health indicators.
To address these challenges, the Government of India has initiated several national programs and policy frameworks aimed at strengthening primary healthcare and improving health system performance, including the National Health Policy (2017), Ayushman Bharat Health and Wellness Centres, and recommendations from the Fifteenth Finance Commission.
PATH is supporting government efforts by providing strategic and technical assistance to enhance the effectiveness and responsiveness of primary healthcare systems. Through this initiative, PATH will focus on:
Improving access and quality of primary healthcare services through technical support for the implementation of national health programs and quality standards at the primary care level. Building resilient and efficient health systems by strengthening health governance, service delivery, health workforce capacity, and data systems. Enhancing meaningful community engagement to promote accountability, increase health-seeking behavior, and ensure that services are responsive to local needs.
About the position
PATH is seeking a Senior Program Officer – Health System Strengthening (HSS) to lead the implementation and rollout of HSS initiatives. This role will involve providing technical assistance and ongoing support to strengthen the technology, innovations and systems vertical and ensure effective integration across intervention geographies.
Responsibilities
Support the implementation of health system strengthening (HSS) initiatives, ensuring alignment with national and state-level policies and frameworks.
Provide strategic and technical assistance to government counterparts and other stakeholders for strengthening primary healthcare systems, including service delivery, health workforce, governance, financing, and information systems.
Support capacity building efforts by designing and facilitating trainings, workshops, and mentoring programs for health professionals and system managers at various levels.
Contribute to the development and dissemination of technical resources, including policy briefs, operational guidelines, tools, and best practice documentation to support HSS implementation.
Coordinate with internal teams, government agencies, development partners, and other stakeholders to ensure smooth planning, execution, and monitoring of project activities.
Support the design and execution of monitoring, evaluation, and learning (MEL) frameworks, including identifying indicators, tracking progress, and facilitating adaptive learning.
Drive evidence-based decision-making by analyzing program data, conducting field assessments, and synthesizing findings for continuous improvement.
Facilitate multi-stakeholder consultations and reviews, including technical working groups, review meetings, and learning exchanges.
Document success stories, lessons learned, and innovations to inform scale-up and replication of effective HSS models.
Ensure compliance with organizational and donor requirements, including timely reporting, budget monitoring, and risk mitigation.
Undertake other tasks which may be assigned from time to time by the national or state leadership.
Available to travel to states up to 20-30% of the time.
Required Experience and qualifications.
MBBS/ BDS/ BAMS/ BHMS/ B.Sc. Nursing is preferred with an essential Master/ PG Diploma in Public Health or Health Management.
At least 10 years of experience in the public health sector focusing on planning and implementation of public health programs and research.
Prior experience working in similar roles, primary healthcare, or urban health settings is desirable.
Technical knowledge and field experience in planning and implementation of public health programs.
Experience with INGOs in the health sector and/ or Ministries of Health, government is preferable.
Familiarity with Indian public health system, flagship initiatives in health sector and relevant government policies/ strategies
Skills/ Abilities
Self-starter and committed to performing their duties with a high degree of autonomy and independence in line with project goals and objectives.
Strong written and oral communication and presentation skills in English and Hindi.
Direct experience of independently liaising with government health functionaries, district level administrators and other development partners.
Data analysis, data visualization, analytical thinking and strong coordination skills.
Demonstrated ability to effectively collaborate in a matrix organizational structure.
Computer proficiency with high level of familiarity with commonly used packages like MS Word, Excel, Power Point, Outlook & Web surfing to search relevant data & documents.
Ability to handle a variety of assignments under pressure of deadlines.
