About Project: EpiC (Meeting Targets and Maintaining Epidemic Control) in India is supporting life-saving activities to maximize HIV testing and treatment for people living with HIV (PLHIV) in the PEPFAR priority state of Maharashtra. EpiC is focused on accelerating and intensifying HIV case detection among hidden and unreached at-risk adults and youth through index testing, enhanced peer outreach approach (EPOA), social network strategies (SNS), and virtual outreach.

LEPRA work in nine PEPFAR (US President’s Emergency Plan for AIDS Relief) priority districts of Maharashtra, namely: Pune, Thane, Nashik, Ahmednagar, Sangli, Satara, Solapur, Kolhapur and Raigad

Job Description

Lepra Society under EpiC India grant is implementing life-saving activities for HIV care and treatment under GHSD guidance supported by USAID India. The Regional M&E Officers located in the above-mentioned locations will work closely and directly reporting Program Coordinators with secondary reporting to FHi360 State M&E Manager. The regional M&E officers will work closely with program coordinators and program managers to implement required systems for timely repotting of data from the reporting sites, field visits/joint field visits for data quality audits/validation exercises using standard checklist. Prepare district wise monthly reports and other required reports based on the data analysis including inputs from Lepra Society and FHI360 supervisory team. Will provide regular mentoring and training support for field staff for quality reporting and maintenance of the required formats including online reporting systems.

Job Responsibilities

  • Work closely with program coordinators and treatment navigators to implement set-up the MEL systems with clarity on roles, reporting frequency, review mechanisms and standardized monitoring mechanisms by the supervisors.
  • Provide training and ensure that the updated tools and formats, reporting indicators are used by field staff.
  • Ensure the reporting systems are in line with NACO’s M&E guidance and confidentiality norms. Ensure regular cross-check regarding these requirements during field visits.
  • Cross-check and validate data entered in the online MIS systems and other documents maintained by the field staff.
  • Ensure quality checks and validation exercise to be carried out during field visits using standardized checklist. Based on analysis of the findings from these exercises, feedback to be provided to the supervisors and field staff, facilitate preparation of action plans and implementation of those to improve upon the gaps identified.
  • Implement data triangulation exercise and rapid assessments for better planning exercise at the district level.
  • Analyse the available/required data on the progress of 95-95-95 cascade on semi-annual basis at the district and facility level to call out key action points. Help the program team in designing specific strategies to improve 95-95-95 cascade disaggregated by rural/urban, gender, age-group and risk categories reported.
  • Support in preparation of monthly review including thematic review at regular basis.
  • Ensure timely preparation and submission of monthly reports to the State M&E manager in coordination with Lepra Society State team members.
  • Coordinate with Program Coordinators to carry out site assessment exercise in low-performing sites in index testing/treatment outcomes/viral load outcomes. Facilitate in preparation of joint action plan is worked out with clear role of EpiC India and facility staff to improve the results in a time-bound manner.
  • Share interesting data insights for developing technical briefs, social media stories.
  • Any other relevant activities required as per the project

QUALIFICATIONS, EXPERIENCE, AND SKILL-SET

  • Master’s degree in Bio-statistics, epidemiology and other related areas.
  • Minimum of 5 years of experience in managing M&E systems for large scale public health and/or HIV/AIDS program at the district level.

Skill set required

  • Knowledge of current India’s national HIV/AIDS program and the gaps and challenges in meeting the 95:95:95 goals. Knowledge of the GHSD guidance on life-saving activities on HIV care and treatment services will be preferable.
  • In-depth technical knowledge and experience of the National AIDS Control Program (NACP) and experience of key indicators used for monitoring index testing, treatment outcomes and viral load outcomes.
  • Demonstrated experience in managing online reporting systems for HIV program, managing three 95s cascade.
  • Highly proficient with MS Project, and the Microsoft suite of programs (Word, Excel, PowerPoint, PowerBi, Outlook, Visio) including data analysis tools like SPSS etc.
  • Excellent oral and written communication skills in English, Marathi and Hindi will be preferred.
  • Demonstrated analytical and problem-solving skills.
  • Ability to motivate, influence and work well with others.

Remuneration: Rs. 60,000 /- Per Month on Consultancy basis.
