Job Purpose
Ensuring mobilization and control over outsourced logistic resources for adherence to agreed road S&OP plan by using hi tech SCM tools i.e. COF window, GPS, Truck yard management system etc . Responsible for attaining desired Customer service levels for road supplies and improving asset utilization (fleet).
Job Context & Major Challenges
The position is based in each Plant (Integrated Units/ Grinding Units/ Bulk Terminals) where in road operations In-charge is responsible for Outbound/ Inbound road movement of Cement and clinker. Typically a Plant loads approx 300 vehicles a day across 3 shifts (A/B& C) i.e 24*7.As plants are working at 100% capacity utilization on 24*7 basis, any delayed or inappropriate decisions can directly affect the overall performance of the business as there is no room to recover whatever has been lost.As cement plants are located in clusters and cluster variables viz Inflow, Outflow, prevailing market freight, demand/supply etc have direct implication of the resource availability or freights impacting capacity utilisation, freight/ logistic cost. The road operations in-charge provides the visibility of these variables and proposes options for mitigation of impact of cluster variables. The entire road logistics is dependent on outsourced resources of which 40% is non dedicated fleet. The biggest challenge is to retain fleet in lean situation and to mobilise extra resources to meet cyclical fluctuation in demand at optimal cost.

KRA1 Compliance to Sales & Operations Planning
- To monitor pending order sector wise & analysis the aging of orders with reasons for the pendency sector wise and planning for the execution.
- Ensuring vehicle availability as per shift requirement by developing suitable transporter for each sector.
- Interaction with vendors for forecast w.r.t availability of fleet in next shift and decisions related to change in execution plan & shift capacity utilization.
- Fleet diversion from one sector to another to meet customer requirements and marketing priorities.
- Gathering of market intelligence w.r.t. sectoral availability of fleet, prevailing market freights that may impact availability & cost.
- Responsible for primary movement from plant to mother hub and secondary movement from hub as per customer requirement.
- Overall responsibility of truck yard Management System including truck registration, prioritization of movement of truck to plant, loading priorisation in the plant etc. as per customer requirement.
Responsible for inventory management of primary hub that includes storage & further despatch on FIFO basis.
KRA2 Cost Management
- Market intelligence on freight trends of peer units, commodity freights and arrival patterns.
- Analysis of various inputs and recommendation to PLH for desired freight corrections and duration of freight hike to minimize impact of incremental freights based on market demand of fleet.
- Recommendation for swapping of modes/ use of multi modes to optimize logistic cost.
- Monitoring of fleet efficiencies as agreed in Cost plus calculations and discussion with vendors to control cost by improving fleet efficiencies and vendor profitability.
- Analysis of GPS output for lead validation to optimize cost and also areas of improvement by analyzing truck turnaround cycles.
- To do the cost benefit analysis sector wise & push maximum despatches by road, where ever road is more economical.
- Evaluate the options of inbound and outbound integration.
Monitor asset utilization of fleets and improve the dedication level resulting a control on primary freight.
KRA3 Achievement of desired Customer Service Levels: CSL by Quantity & Quality at Order level
- Timely responses for mobilization of defined quantity and achieve capacity utilization of the plant. Providing the visibility to vendor w.r.t qty, delivery window schedule & priorisation and scheduling for loading and giving desired inputs to shift for maintaining the desired service level.
KRA4 Vendor Management
- Based upon vendor appraisal inputs, share the same with vendor specially the performance gap and corrective action plan.
- Proving feedback to the transporter on the actual performance and working jointly for vendor performance improvement.
- Use of inputs from GPS and Performance manger for targeting the inefficiencies at loading, unloading and in transit for improved asset utilization.
- Creating and updating vendor profiles operating in the cluster w.r.t own trucks / attached truck / fleet size, financial credentials etc.
- Providing operational support for better turnaround time / maximization of no. of trips / getting timely acknowledgement / payment etc.
Providing inputs & further discussion with existing transporter w.r.t their transportation model, integration with Mfg, fleet development, fleet dedication, etc.
KRA5 Vendor Management
- loading, unloading and in transit for improved asset utilization.
- Creating and updating vendor profiles operating in the cluster w.r.t own trucks / attached truck / fleet size, financial credentials etc.
- Providing operational support for better turnaround time / maximization of no. of trips / getting timely acknowledgement / payment etc.

KRA6 Developmental Activities Evaluation of infrastructure available for truck loading with type and allocating a loading time window sector wise depending upon transit time and other barriers.KRA7 Performance Indices Updation & analysis of performance of road logistics operations & improvement trends w.r.t freight , vendor lifting sector wise, direct vs. stock transfer despatch, type of fleet used, order pattern etc. & providing necessary inputs to PLH for further corrective steps.
