Job Description: Senior HSE Manager  
   Position Overview  
  The Senior HSE Cluster Manager is a critical leadership role responsible for ensuring comprehensive Health, Safety, and Environmental (HSE) excellence across multiple facilities and projects within their designated cluster. This position reports directly to regional HSE leads and serves as the primary HSE champion, driving performance standards, compliance, and continuous improvement initiatives in alignment with JLL''s commitment to creating safe, healthy, and sustainable work environments. 
   Key Responsibilities  
   HSE Performance Management  
  -  Monitor, evaluate, and ensure HSE performance across all cluster facilities meets or exceeds JLL standards and regulatory requirements 
-  Develop and implement HSE Key Performance Indicators (KPIs) and metrics to track safety performance 
-  Conduct regular HSE audits, inspections, and assessments to identify risks and opportunities for improvement 
-  Lead incident investigation processes and ensure corrective actions are implemented effectively 
-  Maintain comprehensive HSE documentation and reporting systems 
  Client HSE Requirements Management  
  -  Serve as primary point of contact for client HSE requirements and expectations 
-  Develop and maintain client-specific HSE protocols and procedures 
-  Ensure seamless integration of client HSE standards with JLL operational practices 
-  Facilitate regular HSE performance reviews and reporting to clients 
-  Manage client HSE compliance documentation and certification processes 
  Project HSE Coordination - Five Phase Management  
   Phase 1: Project Initiation  
  -  Conduct comprehensive HSE risk assessments for new projects 
-  Develop project-specific HSE plans and protocols 
-  Establish HSE resource requirements and budget considerations 
  Phase 2: Project Planning  
  -  Create detailed HSE implementation strategies and timelines 
-  Coordinate with project teams to integrate HSE requirements into project schedules 
-  Develop HSE training and competency requirements for project personnel 
  Phase 3: Project Execution  
  -  Monitor ongoing HSE performance during project delivery 
-  Conduct regular site visits and safety inspections 
-  Ensure compliance with all HSE protocols and procedures 
-  Manage HSE-related project communications and stakeholder updates 
  Phase 4: Project Monitoring & Control  
  -  Track HSE performance against established metrics and benchmarks 
-  Implement corrective actions when performance deviates from standards 
-  Coordinate with project managers to address HSE-related project changes 
  Phase 5: Project Closure  
  -  Conduct final HSE assessments and documentation 
-  Capture lessons learned and best practices for future projects 
-  Ensure proper handover of ongoing HSE responsibilities 
  Leadership and Team Management  
  -  Lead and mentor HSE professionals within the cluster 
-  Provide HSE training and development opportunities for team members 
-  Foster a culture of safety excellence and environmental stewardship 
-  Collaborate with cross-functional teams to integrate HSE considerations into business decisions 
  Required Qualifications  
   Education  
  -  Bachelors degree in occupational health & safety, Environmental Science, Engineering, or related field Master''s degree preferred 
-  Professional HSE certifications ( NEBOSH, or equivalent) required 
  Experience  
  -  Minimum 12 to 15 years of HSE management experience in commercial real estate, facilities management, or related industries 
-  Proven track record of managing HSE performance across multiple sites or projects 
-  Experience with client-facing HSE management and reporting 
-  Demonstrated experience in project-based HSE coordination and management 
  Technical Skills  
  -  Deep knowledge of local, state, and federal HSE regulations and standards 
-  Proficiency in HSE management systems and software platforms 
-  Strong analytical skills with ability to interpret HSE data and metrics 
-  Experience with risk assessment methodologies and tools 
-  Knowledge of emergency response planning and crisis management
