Job Summary

Senior Tendering Manager

Roles & Responsibilities

Tendering & Estimation

• Study and interpret tender documents, RFPs, agreements, and schedules issued by NHAI, MoRTH, KSHIP, KPWD, or other government authorities.
  
• Prepare detailed

  Bill of Quantities (BOQ)

  , rate analysis, and cost estimation for Item Rate, EPC, and HAM mode projects.
• Conduct

  site visits and feasibility assessments

  for accurate pricing and technical evaluation.
• Coordinate with

  design consultants, planning, and execution teams

  for technical inputs.
• Prepare and submit

  technical and financial bid documents

  ensuring full compliance with RFP/RFQ conditions.
• Manage

  bid preparation workflow

  including document control, correspondence, corrigendum updates, and final submission.

Contract & Documentation

• Review tender clauses, drawings, and specifications to identify

  risks, deviations, and commercial implications

  .
• Draft, review, and finalize

  agreements, addendums, and contract correspondences

  .
• Maintain updated records of

  tender documents, client communications, and submission logs

  .
• Support

  Change of Scope (CoS)

  ,

  time extensions

  , and

  contract variation

  documentation as required.
• Ensure post-award compliance with contract terms, bank guarantees, and insurance requirements.
  

Billing & Cost Control

• Coordinate with project billing teams for

  interim payment certificates (IPC)

  , RA bills, and final bills.
• Verify and validate

  work quantities, cost breakups, and supporting documents

  before submission.
• Assist in

  budget forecasting

  , cost control, and reconciliation between estimated and actual expenditures.
• Support management in

  cash flow planning

  and

  client invoicing

  tracking.

Liaison & Coordination

• Interact with

  Independent Engineers (IE), Authority Engineers (AE), and Clients (NHAI/PWD)

  during bid clarification or billing verification stages.
• Liaise with vendors/subcontractors for

  rate quotations, technical submittals, and comparative evaluations

  .
• Lead and mentor the tendering & estimation team, ensuring deadlines and quality standards are met.
  

Reporting & MIS

• Prepare and maintain

  tender summary sheets, cost abstracts, and bid comparison reports

  .
• Present

  bid status updates

  and strategic recommendations to senior management.
• Track upcoming tenders and maintain a

  live tender database

  for business development pipeline.

Key Skills & Competencies

• In-depth knowledge of

  Tendering, Estimation, and Billing

  in EPC/HAM/Item Rate contracts.
• Strong understanding of

  MoRTH, NHAI, and KPWD standard tender documents

  .
• Proficiency in

  rate analysis (DSR, SOR, MoRTH), BOQ preparation, and cost estimation

  .
• Hands-on experience with

  MS Excel, AutoCAD, and e-Procurement portals

  .
• Excellent understanding of

  contractual clauses, risk identification, and CoS justification

  .
• Strong commercial and analytical acumen for bid evaluation and financial modeling.
  
• Knowledge of

  project billing cycles, RA bill formats, and reconciliation procedures

  .
• Effective

  communication, negotiation, and coordination

  skills with multiple stakeholders.
• Leadership qualities to guide a cross-functional tendering team.
  
• Ability to work under tight deadlines and ensure high-quality submissions.
