Job Description

To co-ordinate for safe and reliable refinery operations across all units within the prescribed plant design parameters and refinery policies/ procedures.To act as a key co-ordinator for inter dept. communications among refinery operation units. Conflict Management/ boundary management between refinery operations unit.Prioritising the urgent/ emergency maintenance jobs in refinery during silent hours / holidays and guide the respective Shift Maintenance Engineering and accordingly, keeping uninterrupted refinery operation as a priority.Most Critical role for refinery operations during silent hours / holidays.Acts as a Site Incident Controller during any emergency in refinery till the designated Site Incident Controller takes the command

QUALITY MANAGEMENT SYSTEM

Planning & Budgeting: Daily co-ordination of technical and operational strategies among EPS, Process and units, in order to achieve business targets

Effective communication and follow up for implementation of refinery units’ throughput as per the plan.Coordination with Planning, Process and Operations leads to achieve the required throughput / yields as per the plan.

Management: To help in implementation of measurement, review & decision making processes for the unit Systems, Policies & Procedures In order to achieve targeted outcomes as efficiently as possible.

Daily follow-up, monitoring and implementation of the systems, policies & procedures.To optimize the yield through put as decided in daily planning meeting.To co-ordinate for maximizing the Fuel Oil Consumption in the relevant Furnaces of Refinery units based on the Refinery Fuel Gas Balance.To co-ordinate for maximizing the Sat Gas Consumption as feed to HMUs based on the Refinery Fuel Gas Balance.To facilitate in problem solving and decision making.

MIS: Preparation and daily analysis of the MIS with various inputs in order to enable timely decision making to achieve short, medium & long term business plan.

To closely co-ordinate with refinery units/ power plant for FG balance across refinery, neither allowing flaring nor make up.To minute and communicate the points being discussed in Daily GRM Meeting.To minute, communicate and follow up for the RSM meeting points with stake holders.

OHSMS

HSEF CARE & WELFARE: To assist management in effective implementation of all HSEF procedures to achieve a safe and healthy work place.

Effective Implementation of Tenets of Operational Excellence in all the areas of Operations.To adhere to the procedure wrt emergency response plans during any emergency situation including those of process emergencies.To act as Site-Incident Controller during any emergency situation in the refinery till the specified Site-Incident Controller arrives at site.To Approve / Control the Work Permits during silent hours / Holidays

ENVIRONMENT MANAGEMENT SYSTEM

Systems, Policies & Procedures: To be accountable for implementation and improvement of the EMS systems, procedures & policies in Refinery operations.

Authority: To initiate and stop effluent evacuation disposal procedures according to safety and environment norms.

To ensure adherence to the all health, safety, and environment management systems in Plant activities.To ensure compliance of environmental legal requirement related to his/her operational area.Awareness regarding environmental consequences of deviations from SOPs in his/her operational area.Individual shall be responsible and ensure that he is aware of all the RIMS & EnMS documents and legal compliance pertaining to their KRA/KPI.

ENERGY MANAGEMENT SYSTEMS 50001:2018

Energy Management systems ISO 50001:2018

Awareness about energy policy, significant energy uses, energy objectives and energy management system.To contribute and give ideas for energy/ resources savings in the refinery.
  • KEY CHALLENGES
  • To maximize the profitability of the plant with changing crude blends by proper co-ordination with shift managers on day-to-day basis.
  • To ensure smooth running of the unit by proper co-ordination with other departments.
  • Ensuring safe job execution during silent hours / holidays in case of emergency jobs.
  • Close co-ordination with all the operation units including Tank Farm, utilities and Power plant for achieving maximum refinery throughput.
  • Prompt action for Fuel Gas and Natural Gas Management based on sound judgement for minimum losses and maximum profitability.

  • To minimize the NG / LPG make up in the Fuel System and achieve zero flaring of RFG by FG / FO management in refinery
  • To maximize the Sat Gas Consumption as Feed in HMUs based on the Refinery Fuel Gas balance
  • Resources Management during any emergency situation
  • To prioritize the jobs in different units by proper work permits during silent hour / holidays
  • To have an insight into all the operational units and guiding shift personnel on various loss reduction measures
  • Financial Dimensions:
  • Optimization of Refinery Fuel Gas / Make up fuel by daily monitoring.
  • Minimization of utilities consumption.
  • Should have a knowledge of product, quality parameters, environment, Safety and Energy Management

Qualifications

  • SKILLS & KNOWLEDGE
  • Educational Qualifications & Certifications:
  • BE / Diploma, B. Sc. / M. Sc.
  • Relevant (Functional/Level) & Total Years of Experience:
  • Total 18-24 years of experience – including exposure as Shift in charge and / or Assistant Area Manager in one or more plants in the refineries.
  • Operational management of plants and knowledge about interdependency of all the refinery units
  • Thorough knowledge about Emergency Response and Disaster Management Plan
  • Knowledge about Tank Farms and Power Plant configuration
  • Knowledge about ISO 9000 / 14000 /50001 and OHSMS
