Job Description

Simpalm is looking for a Lead Estimator to manage the full lifecycle of estimating for federal construction projects. You’ll be responsible for driving the estimating process—from reviewing solicitations to developing detailed bid submissions—while coordinating directly with U.S.-based subcontractors. This is a strategic role within our preconstruction team that plays a critical part in winning federal contracts across multiple agencies. Key Responsibilities: Lead the estimating process for federal construction bids from solicitation review through final submission. Perform detailed quantity takeoffs using architectural and engineering drawings. Coordinate directly with U.S.-based subcontractors to obtain, clarify, and level quotes. Develop comprehensive bid packages, including narratives, pricing breakdowns, and risk assessments. Ensure compliance with all federal requirements, including Davis-Bacon , FAR clauses , and certified payroll components. Collaborate with internal teams to transition awarded projects to the operations division. Support the development and documentation of internal estimating standards and best practices. Utilize software and AI tools (e.g., Bluebeam, Excel, ChatGPT, BuildingConnected) to improve accuracy and efficiency. Required Qualifications: Over 6 years of U.S. federal construction estimating experience (e.g., USACE, GSA, VA, USDA). Proficiency in construction takeoffs, bid leveling, cost estimating, and compliance documentation. Strong written and verbal English communication skills , particularly in subcontractor coordination and proposal writing. Hands-on experience with Bluebeam, Excel, and estimating platforms such as BuildingConnected or similar. Proven ability to work independently and effectively in a fully remote team environment. Preferred Qualifications: Formal education or certification in civil engineering , construction management, mechanical engineering, or related fields. Familiarity with RSMeans or other standardized cost estimating databases. Understanding of federal compliance protocols (Davis-Bacon, FAR, etc.). Experience leading estimation teams or mentoring junior estimators. PMP certification or OSHA 30-hour training is a plus. Thanks, Simpalm Team Show more Show less
