Wabtec Locomotive Ltd, located in Marhowrah, Bihar, is a state-of-the-art facility for the fabrication, assembly, testing, and delivery of diesel locomotives. The plant is equipped with modern infrastructure including overhead cranes, forklifts, welding machines, paint booths, weigh bridges, and HMI/PLC-based testing systems. The site also includes a township with amenities like a swimming pool, commercial complex, and community buildings. The Facility Management & Maintenance team ensures the upkeep and operational readiness of all plant infrastructure and equipment. Role Summary We are looking for an experienced Utility Operations & Maintenance Manager to oversee utility systems at our Marhowrah facility. The ideal candidate will have strong expertise in electrical utilities, energy management, and regulatory compliance (CPCB, CGWA, IEC, State Electricity Board). The role demands proactive planning, operational excellence, and effective team leadership. Key Responsibilities Utility Infrastructure & Operations Manage utility systems: HT/LT power (up to 33KV), DG sets, HVAC, solar plant, compressed air, chilled water, ETP, STP, and water treatment. Ensure safe, efficient, and reliable utility operations. Develop and execute preventive maintenance and AMC plans. Implement SOPs for equipment operation, energy use, and safety. Prepare contingency plans for critical utilities to avoid operational disruptions. Consumption Monitoring & Optimization Monitor utility consumption and identify reduction opportunities. Lead energy and water conservation initiatives. Maintain optimal inventory of utility-related consumables. Regulatory Compliance Ensure adherence to environmental and utility regulations: CPCB: Air/water emissions, noise, DG norms CGWA: Borewell usage, groundwater recharge, audits IEA, CEIG, and Electrical Inspectorate Liaise with authorities for timely submission of fees, returns, audits, and NOCs. Maintain documentation for inspections and testing of water, fire, and electrical systems. Team Leadership Lead a team of utility engineers, technicians, and IFM staff (30+ members). Conduct training, safety programs, and performance reviews. Review IFM team SLAs monthly and validate invoices accordingly. Conduct regular reviews on maintenance, safety, spares, and compliance. Ensure effective shift briefings (SOSB/EOSB) and workforce deployment. Prioritize tasks dynamically based on operational needs. Ensure legal compliance using tools like Legatrix. EHS (Environment, Health & Safety) Promote a strong safety culture and report unsafe acts or deviations. Ensure timely closure of safety issues assigned to the maintenance team. Monitor and review maintenance safety systems. Enforce Permit to Work, TBT, and JSA protocols for non-routine and annual maintenance activities. Conduct regular safety training and propose corrective actions for non-compliance. Required Skills & Qualifications B.E./B.Tech in Electrical or Mechanical Engineering 7–10 years of experience in manufacturing or industrial operations Preferred: Certified Energy Auditor (BEE) or equivalent Experience in green initiatives (solar, rainwater harvesting, ZLD) Behavioral Competencies Self-driven, goal-oriented, and committed to continuous improvement Strong problem-solving and communication skills Adaptable, proactive, and collaborative team player High integrity and adherence to company policies and procedures Who are we?
