Manager - Proposal & Estimation (E&I)

Purpose/Objective

Responsible to lead the development and optimization of Engineering Inputs, Layout, BOQs and preparation of comprehensive Cost Estimates of Electrical & Instrumentation scope of projects related to Material Handling Systems in Power plant, Coal & Iron ore Mining, Mineral Processing Plant. Support to business at various phases like Bidding, Detailed project report for final investment decision, Internal estimations and change order during execution. This role involves strategic vendor management, design optimization, and the integration of automation technologies to streamline estimation processes. Additionally, the position aims to foster proactive communication across interdisciplinary teams, enhancing overall efficient project execution.

Key Responsibilities of Role

E&I - P&E Specialist - Mining Cost Estimation and BOQ Development: Review of Tender documents, Technical specification and Preparation of Pre-Bid Clarifications. Preparation of BOQs, Inputs for Layout preparation. Sizing & Cost Estimation of Electrical Equipment and Power distribution equipment but not limited to Generation equipment, DG Sets, Cables, Transmission lines, Capacitors, Transformers, Bus Bars/Ducts, LV/MV/HV Switchgears, Breakers, Switchboards, UPS system, grounding system, Lightening arrestors, Lighting systems, Electrical bulks, etc and Instrumentation and Telecom Equipment but not limited to DCS/SCADA, PLCs, Instrument Cables, Current Transformers, UPS system, Panels, Optical Fibres, Field Instruments, Fire Alarm Management, Safeguarding system, Telecom systems, access control system, Control Valves, Public Address system, CCTV, EPABX, Radio system, etc. Should have knowledge in terms of Load list, MCC sizing, Substation sizing, Cable sizing, Transformer sizing, Capacitor sizing, Cable Schedule, Single Line Diagram, Cable Routing, MCC room layout, Electrical Equipment GA and Datasheets. Should be able to review and challenge the design basis, electrical equipment selection, etc and propose optimum values are considered for cost estimation of Electrical and Instrumentation systems. Exposure to HT and LV Transmission lines with knowledge of applicable standards and regulations & cost estimation. Knowledge of ETAP (Single Line Creation as per ANSI/IEC, Short circuit analysis & Load Flow analysis). Have proficiency and experience in reviewing load list for Electrical. To be proactive in communication with Client, Vendors and interface with other disciplines and Internal stakeholders. Preparation of Bid & Project CAPEX & OPEX, Budgets, Project Estimate inclusive of Method statements with Basis and assumptions for Material Handling System, Washery and other Mine Infrastructures & etc.. Design Optimization: Be able to review the Electrical design basis and specifications and advice on the optimum design parameters to be considered for electrical equipment. Have experience in proposing the optimum Electrical equipment technologies and aware of the current solutions available in the market. Propose value-engineered and optimized design alternatives to support project cost efficiency. Ensure design adequacy through previous experiences and established thumb rules, providing counter proposals to enhance engineering outcomes. Technical Specification and Quality Assurance: Prepare and review technical specifications for EPC and vendor RFQs . Check deliverables including design documents and drawings for quality and adherence to project specifications. Propose and validate optimum technical specifications for equipment, systems. Have knowledge of other discipline inputs needed for estimation. Project Budgeting: Coordinate in developing project CAPEX & OPEX budgets and detailed project estimates, inclusive of method statements, assumptions, and rate analysis. Understand project packages and contact strategies, issuing inquiries to vendors and subcontractors for budgetary quotes. Prepare comparative statements, negotiate with vendors, and develop historical data and cost curves for ease of estimation. Vendor Management: Engage in Issuance of the Inquiries to Vendors and Sub-contractors for competitive quotes. Vendor Development for all equipment for preparation of Cost estimate and finalization of specifications. Preparation of Comparative statements & Negotiation. Manage proactive communication with clients, vendors, and interdisciplinary teams to streamline project execution. Digitization: Automate standard design-to-cost templates to increase productivity in inputs development and Cost estimation. Utilize digital estimation tools to produce accurate cost estimates and project timelines, ensuring adaptability to changing project scopes. Qualifications and Experience

Educational Qualification: Bachelor's degree in Engineering (Electrical) Work Experience (Range of years): 8+ years experience in relevant field Required - Preperations of Engineering inputs, BOQ and cost estimation, CAPEX and OPEX
