Job Description

Purpose of the Role

To manage end-to-end site HR operations for the project by ensuring timely manpower deployment, statutory compliance, accurate attendance, payroll coordination, and worker welfare, thereby enabling smooth, compliant, and uninterrupted project execution in line with DLC and client standards.


Key Result Areas (KRAs) & Responsibilities


1. Manpower Mobilization & Deployment

● Coordinate mobilization and deployment of skilled, semi-skilled, and unskilled workforce as per approved manpower plans

● Ensure trade-wise availability of manpower (Carpenters, Masons, Steel Fitters, Helpers, etc.)

● Monitor manpower productivity and report shortages or excess deployment


2. Attendance & Time Office Management

● Maintain daily attendance, muster rolls, and shift records (9 hrs / 12 hrs)

● Validate attendance in coordination with site supervisors and engineers

● Ensure accuracy and timely closure of attendance for payroll processing


3. Statutory Compliance & Documentation

● Ensure compliance with labour laws, contract labour regulations, and site safety norms

● Collect, verify, and maintain statutory documents including Aadhaar/ID, Bank Details, UAN, Medical Fitness Certificates

● Coordinate with contractors/subcontractors for compliance adherence


4. Payroll & Billing Coordination

● Prepare attendance-based wage statements and payroll inputs

● Coordinate with Accounts/Finance for timely wage disbursement and billing support

● Address wage disputes, deductions, and reconciliation issues


5. Worker Welfare & Industrial Relations

● Manage worker grievances and maintain harmonious industrial relations at site

● Coordinate welfare facilities such as accommodation, food, transport, and basic amenities

● Ensure clear communication of site rules, working hours, and conduct expectations


6. Reporting

● Prepare and submit daily/weekly/monthly HR and manpower reports

● Act as HR interface between client, project management, contractors, and DLC HO

● Escalate labour-related risks, non-compliance, or delays in a timely manner


Key Performance Indicators (KPIs)

● Manpower availability vs. project requirement

● Attendance accuracy and payroll error rate

● Statutory compliance adherence

● Timeliness of wage disbursement

● Worker grievance resolution turnaround time


Qualification & Experience

● Graduate / Postgraduate in HR, Labour Welfare, or related discipline

● 1–3 years of experience in Project HR / Site HR / EPC / Infrastructure / Labour-intensive projects

● Working knowledge of labour laws and contract labour management


Skills & Competencies

● Strong coordination and stakeholder management skills

● Proficiency in MS Excel, reporting, and documentation

● Effective communication in English and Hindi

● Ability to work in dynamic, deadline-driven site environments


Work Conditions

● Site-based role with extended working hours as per project requirement

● 6 days working (or as per project norms)

Reports to: Project Manager / Operations Head – DLC Coordinates with: Site Engineers, Supervisors, Contractors, Accounts & Compliance Teams
