PMU for Technical Support and Implementation of Comprehensive Disaster Planning, Management & Response, Government of Maharashtra

Project Overview

Palladium has been appointed as the Project Management and Technical Support Facility to the Government of Maharashtra for a 4-year period. Palladium will implement a first of its kind comprehensive approach in India towards addressing all the aspects of disaster management including Preparedness, Mitigation, Response, Relief and Rehabilitation. We will contribute towards improvement in the ability to understand and map disaster risk, strengthen relationships between departments, CSOs, NGOs, and other ecosystem partners through targeted mainstreaming and convergence, aligning appropriate physical, financial and human resources to support on-ground activities., and support resilience at the community and state level through innovations and best practices from across the globe.

Background

Maharashtra has witnessed several devastating disasters and is one of the worst affected states in the COVID19 pandemic. The State Disaster Management Plan was prepared in 2016 for effective pre disaster and post disaster management. The Sendai Framework for Disaster Risk Reduction 2015-2030 recognizes that the State has the primary role to reduce disaster. On the lines of the Sendai Framework and the guidelines of the SDMP, the department plans to undertake a coordinated and integrated approach to Disaster Management and Resilience for Maharashtra which will focus on strengthening the states capabilities in disaster preparedness, mitigation, and response. Disaster Management is a coordinated responsibility of all the line departments and hence it is proposed to appoint a multidisciplinary and comprehensive Technical Support Agency to assist the state government in end-to-end Disaster Preparedness, Mitigation and Response for all the notified disasters.

About the role:

Project Management Unit for Disaster Management, Relief and Rehabilitation Department of Government of Maharashtra needs a skilled and highly organized Data Analyst to join our team. The Analyst will be responsible for data analysis, interpretation, and translating those findings into useful insights that would help the PMU in its service provision.

Duties and Responsibilities:

• Support the PMU in primary data collection and coordinate of data collection from line departments
• Extract necessary data from primary and secondary sources.
• Identify qualitative and quantitative data sources and set up mechanisms for timely and quality data capture.
• Work with relevant stakeholders to identify key requirements.
• Preparation of draft questionnaires and data collection formats.
• Prepare reports, presentations, policy notes and any other document required by the department or Palladium from time to time based on the requirement.
• Coordinate with district teams for data collection.
• Ensure quality of the data by adhering to strict data collection procedures.
• Develop and maintain databases through sorting, cleaning, and organizing the data in the prescribed format in a data dictionary.
• Coordinate with relevant departments to address any emerging or identified data gaps.
• Use relevant tools to identify trends and patterns in data, analysis of data and produce meaningful outputs.
• Support the team is writing reports, and development of dashboards that convey insights to stakeholders effectively.

Required Qualifications:

• Bachelor’s in technology (BTech) along with a master’s degree in science, technology, computer applications or relevant field with minimum 2 years of experience.
• Experience of Data analysis with excellent working skills in MS Excel.
• Experience in any data analytics software would be preferable.
