Billing Head - Civil

Job Summary

The Billing Head will lead and manage all billing operations across multiple projects, ensuring accurate, timely, and compliant preparation and verification of client and subcontractor bills. The role is critical in maintaining the company’s revenue flow, coordinating with internal and external stakeholders, and ensuring adherence to contractual and regulatory frameworks.

Key Responsibilities

Billing Operations

• Oversee and manage end-to-end billing activities for all ongoing civil/infrastructure projects.
• Review and approve RA (Running Account) bills, final bills, and subcontractor/vendor bills as per contract terms.
• Validate quantities and rates based on BOQ, drawings, and work progress.
• Ensure all billing complies with client agreements, contracts, and applicable statutory requirements (e.g., GST, TDS, etc.).

Team Leadership

• Manage and mentor a team of billing engineers and quantity surveyors.
• Allocate billing responsibilities across sites/projects and ensure timely execution.
• Conduct training to enhance team knowledge on latest billing practices, ERP usage, and compliance.

Coordination & Communication

• Act as the key liaison with clients, consultants, project managers, and contractors for billing-related matters.
• Work closely with site execution teams to validate progress and measurements.
• Coordinate with finance and accounts teams for timely invoicing and collections.

Documentation & Compliance

• Maintain a robust billing system with proper documentation, approvals, and audit trails.
• Ensure timely submission of bills, certifications, and resolution of disputes.
  

Required qualification & Skills

• Education:

  B.E./ B.tech in Civil Engineering (Master’s in Construction Management or Finance is a plus).

• Experience:

  Minimum 10–15 years in billing, with at least 5 years in a leadership or head role in construction/infrastructure/EPC projects.

• Software Proficiency:

  ERP systems (SAP, Oracle, etc.), MS Excel, AutoCAD, and billing/project management tools.

• Technical Skills:

  Deep understanding of BOQ, rate analysis, work contracts, tender documents, and statutory tax requirements.

• Soft Skills:

  Strong leadership, analytical, interpersonal, and communication skills.
