Role Summary
The Assistant Manager HR will be responsible for supporting and strengthening the HR function with a key focus on:
- Statutory & labour law compliance for all employees and contractual staff, including implementation of new statutory updates introduced by the Government of India
- NABH-related HR processes & documentation (6th Edition standards)
- Effective use of advanced HRMS / Payroll / Attendance software for error-free records and analytics
- This role will work closely with HR Head, Quality Team, Nursing Administration, Departmental Heads and Finance to ensure a safe, compliant and people-centric work environment.
Role & responsibilities
A. Statutory & Legal Compliance
Maintain Statutory Registers & Records, Ensure timely preparation and updating of all statutory registers related to:
- Shops & Establishments Act
- Payment of Wages Act
- Minimum Wages / State Wage Notifications
- Payment of Bonus Act
- Employees State Insurance (ESI)
- Employees Provident Fund (EPF)
- Payment of Gratuity Act
- Maternity Benefit Act
- Equal Remuneration and other applicable labour laws.
- Maintain complete and accurate employee database aligned with statutory requirements.
Monthly & Periodic Statutory Filings
- Ensure timely remittance and e-filing of PF, ESI, Professional Tax, TDS (in coordination with Finance).
- Track due dates, maintain compliance checklists and escalate any potential delay.
- Implementation of New Statutory Updates (Government of India)
- Regularly track and interpret new notifications / circulars issued by:
- Ministry of Labour & Employment
- EPFO, ESIC and State Labour Department
Assist in implementation of:
- New Labour Codes and corresponding state rules, as applicable
- Changes in PF/ESI wage ceilings, leave rules, bonus/gratuity thresholds
- Digitized compliances like e-Shram, Aadhaar-linked PF/ESI, online labour returns/inspections etc.
- Conduct internal briefings so that management and staff are aware of major changes.
Compliance in Hiring & On-boarding
- Ensure proper documentation at joining (appointment letters, KYC, qualification, registration certificates, police verification where applicable).
- Ensure compliance with Contract Labour regulations for outsourced staff; verify vendor compliance for PF, ESI, wage and working hour norms.
Exit & Full & Final Settlement Compliance
- Ensure all statutory dues at separation are processed correctly and on time (notice period, gratuity, leave encashment, experience / relieving letters).
- Maintain exit documentation for legal and audit purposes.
Liaison with Authorities & Handling Inspections
- Coordinate with PF, ESI, Labour, Professional Tax and other statutory authorities during inspections and audits.
- Keep inspection files and online records updated and assist in preparing replies to notices/queries in consultation with HR Head / Management.
B. NABH & Accreditation-related HR Activities
- Maintain HR policies, SOPs and manuals as per NABH.
- Ensure complete personnel files (JD, qualification, registration, fitness, vaccination).
- Support credentialing & privileging for doctors and clinical staff.
- Coordinate induction and mandatory trainings (patient safety, infection control, fire safety, BLS, etc.) and maintain training records.
- Support performance appraisals and competency assessments as per NABH requirements.
- Maintain staff health & immunization records and keep them audit-ready.
- Prepare and present HR-related documents / data during internal & external NABH audits and assist in CAPA follow-up.
C. Core HR Operations
- Recruitment & Manpower Planning
- Support manpower planning, sourcing, shortlisting and interview coordination.
- Maintain recruitment MIS using HRMS / Applicant Tracking features where available.
- Attendance, Leave & Shift Management (via HRMS)
- Supervise biometric / card-based attendance systems and sync with HRMS.
- Manage rosters, shift patterns and leave approvals in HRMS to ensure accurate data for payroll.
Payroll Coordination
- Work with Finance to ensure accurate monthly payroll through HRMS or integrated payroll software.
- Verify statutory deductions (PF, ESI, PT, TDS) and generate MIS reports as required.
Employee Relations & Grievance Handling
- Act as first contact for staff queries regarding salary, attendance, PF/ESI, leave etc.
- Document grievances and resolutions; escalate major issues appropriately.
Policy Implementation & Communication
- Assist in drafting and updating HR policies, including POSH, code of conduct, disciplinary procedures.
- Conduct awareness sessions and circulate policies effectively (email / HRMS portal / notice boards).
Key Skills & Competencies
- Strong knowledge of Indian labour laws and recent statutory updates (Labour Codes, PF/ESI, wage notifications, online compliance portals etc.)
- Familiarity with NABH standards, especially HR-related requirements
- Strong documentation and audit-readiness mindset
High proficiency in advanced HRMS platforms, ideally including:
- Employee life-cycle management (hire to retire)
- e-attendance and rostering
- Payroll and statutory deduction modules
- Online performance appraisal and training modules
- HR analytics and dashboard reporting
Proficiency in MS Excel / MS Office and comfort with data analysis and MIS
Good communication skills (English, Bengali, Hindi preferred)
High integrity, confidentiality and problem-solving approach
KPIs
- Zero major non-compliances during statutory inspections and NABH assessments
- 100% on-time filing of statutory returns and remittances
- Percentage of staff with complete and digitally updated personnel files in HRMS
- Percentage completion of mandatory trainings and documented induction
- Usage and accuracy of HRMS (minimal manual corrections in attendance/payroll)
Preferred candidate profile
- MBA / PGDM in HR / MSW (HR) or equivalent
- 3–6 years relevant experience, preferably in a hospital or healthcare set-up
- Hands-on experience with HRMS / payroll systems and statutory compliance is essential
- Prior exposure to NABH / other healthcare accreditation will be an added advantage
