Job Title: Billing Engineer Location: Shalimar (West Bengal), Suguli (Bihar) Reports To: Project Manager / Commercial Manager / Senior Billing Engineer Job Type: Full-time Experience Level: Mid-level - Senior Job Summary: The Billing Engineer will be responsible for managing all aspects of billing and invoicing for construction projects, ensuring accurate and timely financial transactions. This role involves meticulous documentation, quantity surveying, cost control, and liaising with various stakeholders to ensure smooth financial operations throughout the project lifecycle. Key Responsibilities: * Billing Preparation & Submission: * Prepare accurate and timely interim and final bills/invoices for clients based on work progress, contractual terms, and measurements. * Verify and process sub-contractor bills, ensuring compliance with their contracts and work executed. * Prepare reconciliation statements for materials, labor, and machinery. * Ensure all necessary supporting documents (measurement sheets, work orders, completion certificates, quality reports) are attached to bills. * Quantity Surveying & Measurement: * Conduct detailed measurements of executed work as per drawings and specifications (BOQ items). * Prepare detailed measurement sheets (M-books) for all billable items. * Reconcile measured quantities with billed quantities. * Contractual Compliance & Documentation: * Thoroughly understand and interpret contract documents, including Bill of Quantities (BOQ), specifications, and general/special conditions of contract. * Ensure all billing practices adhere strictly to contractual clauses and project specific agreements. * Maintain comprehensive and organized records of all billing-related documents, correspondence, and approvals. * Cost Control & Analysis: * Assist in tracking project costs and comparing them against budgets. * Identify potential cost deviations and report them to the project management team. * Participate in value engineering discussions to optimize costs. * Client & Sub-contractor Coordination: * Liaise effectively with clients, consultants, and sub-contractors regarding billing queries, discrepancies, and approvals. * Facilitate smooth communication and resolution of billing-related issues. * Reporting: * Prepare regular billing status reports for internal management review. * Provide forecasts for upcoming billing cycles. * Site Visits & Verification: * Conduct regular site visits to verify work progress and ensure accuracy of measurements and billed quantities. * Variation & Claim Management (as applicable): * Assist in the preparation of variation orders (VOs) and claims, including documentation and justification. * Evaluate the financial impact of variations and claims. Qualifications: * Education: * Bachelor's degree in Civil Engineering or Quantity Surveying. * Optional: Diploma in Civil Engineering with extensive experience will also be considered. * Experience: * 6 to 10 years of progressive experience as a Billing Engineer in the construction industry, preferably in infrastructure, commercial buildings. * Technical Skills: * Proficient in reading and interpreting engineering drawings, specifications, and contract documents. * Strong knowledge of quantity surveying principles and measurement techniques. * Excellent proficiency in MS Office Suite, especially Excel, for data analysis and billing preparation. * Familiarity with project management software (Auto cad) and ERP systems (e.g., SAP, Oracle) is a plus. * Understanding of relevant Indian Standards (IS codes) for measurement and billing (if applicable for India-specific roles). * Soft Skills: * Exceptional attention to detail and accuracy. * Strong analytical and problem-solving skills. * Excellent communication (written and verbal) and interpersonal skills. * Ability to work independently and as part of a team. * Strong organizational and time management skills with the ability to manage multiple tasks and deadlines. * High level of integrity and ethical conduct. Working Conditions: * Typically office-based, with regular visits to construction sites. * May involve working extended hours or weekends as per project requirements.
