Sr. Manager (Civil)

Job Description: Senior Manager - Civil (Bhubaneswar).

This role is specifically tailored for a highly experienced and recently retired official from the Rural Water Supply and Sanitation (RWSS) or Irrigation Mega Lift Department within the Odisha state government. The ideal candidate will leverage their deep institutional knowledge and technical expertise to manage large-scale civil projects and facilitate government liaison for business development.

Key Responsibilities

• Oversee civil projects across their entire lifecycle, from initial planning and design stages through execution, quality assurance, and final completion.
• Ensure all projects adhere to safety, quality, and regulatory standards, particularly those mandated by RWSS and Irrigation departments.
• Visit the relevant government department offices regularly to process and facilitate the timely approval and payment of the company's bills, invoices, and claims.
• Oversee and manage the preparation of Detailed Project Reports (DPRs), feasibility studies, progress reports, and other necessary documentation for internal use and government submission also generate and submit weekly progress reports.
• Attend and represent the company in all relevant review meetings with government officials, consultants, and internal stakeholders.
• Act as the primary point of contact and liaison with key government departments (RWSS, Irrigation, etc.) for existing projects and, crucially, for new business development initiatives.
• Utilize institutional knowledge and network to identify, track, and secure new tender opportunities within the water and irrigation sectors in Odisha.
• Facilitate necessary clearances, approvals, and permissions required from government authorities.
• Regularly visit project sites across the state of Odisha to monitor progress, conduct inspections, resolve on-site issues, and ensure compliance with project specifications.
• Lead, manage, and mentor a team of civil engineers, technicians, and other support staff, fostering a culture of innovation, collaboration, and continuous improvement.
• Contribute to business growth by identifying new project opportunities, building relationships with clients, and developing proposals and tenders.
• Provide technical guidance and oversight on civil engineering projects, ensuring compliance with industry standards, regulations, and company policies.

Essential Qualifications and Experience

• Background: Must be a recently retired official (e.g., Superintending Engineer or Chief Engineer equivalent) from the Rural Water Supply and Sanitation (RWSS) or Irrigation Mega Lift Department of the Odisha government.
• Experience: Minimum of 12 years of experience in civil engineering, with a substantial portion focused on large-scale water supply, sanitation, or irrigation projects.
• Education: A Bachelor's or Master's degree in Civil Engineering.
• Knowledge: Deep and current understanding of government tendering processes, budgeting, billing procedures, contract management, and regulatory frameworks specific to Odisha's water sector.
• Skills: Exceptional networking and liaison skills, strong verbal and written communication, proven leadership abilities, and expert-level competency in drafting DPRs and technical documentation.
