Qualifications

1.Bachelor’s degree in Mechanical Engineering or Instrumentation Engineering,

2. 8~10 years of experience in proposal management, Estimation & Costing experience for packaged equipment or skidded industrial projects, preferably in India.

3.Knowledge of Indian government procurement processes and regulations.

4.Demonstrated success in winning bids through effective proposal management.

Job role

General and Task Management

1. Determine cost estimate targets during the design and development process, recommending cost-effective solutions

2. Gather proposals, specifications, and related documents and liaise with stakeholders in order to convert specifications to cost estimates for new and current products

3. Utilise cost methodologies and tools and appropriate software models and packages to prepare and maintain reliable and accurate data

4. Establish cost estimates of production processes and costs involved and review alternatives or put forward recommendations for improvement

5. Assess the cost-effectiveness of products and track actual costs relative to budget and report status regularly to ensure costs are in line with forecasts

6. Monitor and review data and information to detect or assess problems

7. Investigate and identify cost reduction opportunities through a cost analysis review.

8. Contribute to cost monitoring and reporting systems and procedures and monitor trends.

9. Prepare cost and expenditure statements, reports, and other necessary documentation at regular intervals to share with others in the business

10. Support all activities in cost estimating and take a proactive approach toward improvements.

11. Gather/download all tender documents, and specifications. Liaise with all stakeholders to convert specifications to cost estimates for tenders.

12. Collate/plan documents as per tender requirements for submission before the due date.

13. Discuss the PQC/BQC of tenders with the team and prepare the correct PQC/BQC documents including all other annexures in consultation with HOD.

14. Effectively handle the online tender submission activities and resolve problems if any.

15. Coordinate & arrange tender fees, EMD, CPBG, PBG, etc, and support HOD on contract management activities post-tender award.

16. Keep updating various reports on tenders related to gas sectors on a routine basis to support future business.

Relationship Management

1. Liaise with stakeholders and support management decisions by providing appropriate cost information and data

2. Provide cost estimates during the change process and advise of the cost impact of changes. Track and monitor activity

3. Work with stakeholders to ensure estimates are accurate and to make appropriate adjustments and resolve issues

4. Analyse supplier quotes and provide information and data, which aids communications with suppliers and customers and achieves cost optimization.

5. Ensure supplier quotations meet ‘should cost’ estimates

6. Support supplier meetings and negotiations to challenge quotation prices and aim for cost reductions to meet target costs

7. Support and utilize experience to aid best practices in the supplier process in conjunction with members of the purchasing team

8. Liaise with the purchasing department to provide continued feedback to ensure competitive pricing.

Proposal Management

1. Liaise with the team members from marketing and procurement to provide continued feedback to ensure competitive pricing.

2. Prepare proposals based on the approved cost estimate in accordance with the specified requirements, documents, and company policies.

3. Coordinate and arrange tender documents, study and prepare for tender price estimate and on-time tender submission, and support lost tender analysis.

4. Study & Identify business risks during tender preparation/proposal preparation to cover the associated cost in the estimate.
