Senior Manager Global Category-Digital Health and Regulated Tech

Job Description: You will be responsible for leading the global category strategy for Software at Amgen. Your role will involve developing multi-year category strategies, building enterprise-wide business partnerships, and activating Procurement resources to drive strategic sourcing results. Your responsibilities will include analyzing internal demand, external market data, spend & specifications to produce a category plan aligned with business objectives and cost reduction initiatives. You will play a pivotal role in managing the innovation agenda of Procurement and driving supplier performance across a complex global professional services landscape. Roles & Responsibilities: - Lead category management for Digital Health and regulated technology software supporting clinical trials, patient engagement, and regulated applications - Partner with R&D, Clinical, Regulatory, and Compliance teams to ensure alignment with FDA, EMA, HIPAA, and GDPR standards - Negotiate contracts with vendors of e-clinical, ePRO, EDC, and patient-facing apps, balancing innovation with compliance - Build governance frameworks ensuring cybersecurity, data privacy, and quality system compliance for regulated digital solutions - Monitor evolving digital health regulations and integrate compliance into sourcing strategies Functional Skills: Must-Have Skills: - Familiarity with procurement platforms such as Ariba, ERP systems, and advanced analytics tools - Excellent problem-solving and organizational skills - Strong analytical skills including the ability to analyze large datasets and derive actionable insights - Experience leading large, cross-functional teams and managing complex global projects - Strong knowledge of regulated software and digital health procurement - Familiarity with compliance frameworks (21 CFR Part 11, GxP, HIPAA, GDPR) - Experience with vendors in clinical technology, digital health, and connected medical solutions Good-to-Have Skills: - Strong financial, legal, and contractual fluency - Ability to drive innovation in category strategy development - Exceptional communication skills and ability to influence senior stakeholders - Proactive identification of underlying business needs and crafting strategic solutions - Leveraging spend analytics and benchmarking to inform category strategies - Understanding of regulatory landscapes and compliance requirements - Partnering closely with Legal, Compliance, Cybersecurity, and Regulatory Affairs - Experience sourcing digital therapeutics and regulated patient platforms - Strong contractual and regulatory navigation skills for healthcare technology agreements Soft Skills: - Strong verbal and written communication skills - Ability to work effectively with global, virtual teams - Ability to navigate ambiguity and manage multiple priorities successfully - High degree of initiative, self-motivation, and team-oriented focus - Influencing and Change Management skills Basic Qualifications: - Doctorate degree and 5 years of Global Strategic Sourcing, Procurement experience - Masters degree and 12 years of Global Strategic Sourcing, Procurement experience - Bachelors degree and 15 years of Global Strategic Sourcing, Procurement experience - Associates degree and 17 years of Global Strategic Sourcing, Procurement experience - 2 years of managerial experience directly managing people and/or leadership experience leading teams, projects, programs, or directing the allocation of resources,
