Proposal Writer (State, Federal & Managed Outsourcing Services)

About the Role

We are looking for an experienced Proposal Writer to support Direct Clients, State, and Federal contracting opportunities, as well as Managed Outsourcing initiatives. The role involves developing high-quality, compliant, and persuasive proposals for technology services, staffing, and outsourcing solutions. You will collaborate with Sales, Delivery, and Compliance teams to ensure timely and successful submissions.

Key Responsibilities

• Review and analyze RFPs, RFIs, and RFQs from Direct Clients, State, and Federal agencies.
• Develop proposal outlines, compliance matrices, and response strategies.
• Write, edit, and format compelling proposal content tailored to each opportunity.
• Coordinate with Sales, Solutioning, Delivery, and Finance teams for technical and commercial inputs.
• Manage end-to-end proposal lifecycle from requirement analysis to final submission.
• Maintain a centralized proposal repository, templates, and past performance library.
• Track submission deadlines and ensure timely delivery of all proposal components.
• Ensure proposals meet compliance, formatting, and branding standards.
• Support creation of capability statements, case studies, and executive summaries.
• Collaborate with the design team for layout, infographics, and visual consistency.

Required Skills & Experience

• Bachelors degree in English, Communications, Business, or a related field.
• 4+ years of experience in Proposal Writing, Bid Management, or Pre-Sales in IT Services or Managed Outsourcing.
• Experience with US State and Federal RFP portals (SAM.gov, BidNet, eProcure, GovWin, etc.).
• Strong writing, editing, and proofreading skills with attention to detail.
• Knowledge of IT Services, Outsourcing Models, and Staffing Solutions preferred.
• Proficiency in MS Word, Excel, PowerPoint, and Adobe tools for proposal formatting.
• Ability to manage multiple proposals simultaneously and meet strict deadlines.
• Strong organizational, research, and coordination skills.
